Stilwell was born into a family of judges in Sigen, Westphalia. He believed in Pestalozzi's educational theory and opposed hierarchical and chauvinistic education. The reactionary Prussian government has been hurting him. 1848, Stilwell was dismissed as the principal of the normal school. In this case, German teachers still elected him as the chairman of the National Teachers' Union, and later elected him as their representative in the German House of Representatives. Until the last few days of his life, he was still carrying out progressive educational activities.

Stowe Hui wrote a lot in his life, and published the German Teacher Education Guide, the Education Yearbook, and more than 20 kinds of teaching materials and teaching guides in mathematics, German, mathematical geography, astronomy and other disciplines.

Advocating the education of all mankind is one of the basic contents of Stilwell's educational thought. He opposed the hierarchy and chauvinism education, and thought that the task of the school was to cultivate people with fraternity and conscious citizens.
