The secretary of the Communist Youth League branch is responsible for convening the Party branch committee and the League members' meeting, asking for instructions from the Party organizations and higher-level league organizations on behalf of the branch, conveying the instructions of the Party organizations and higher-level league organizations, and submitting major issues in the work to the Party branch committee and the League members' meeting for discussion; Members of the Organizing Committee are responsible for educating young people about the basic knowledge of the League, training and inspecting young activists who request to join the League, putting forward opinions on developing new members and handling the procedures for accepting new members; Propaganda Committee members are responsible for understanding the ideological status of League members and young people, proposing ideological education and propaganda work plans and using various forms to organize League members and young people to study Marxism-Leninism and factual policies, and carry out various activities conducive to learning and becoming talents; The Quality Development Committee is responsible for school activities and fills in the quality development and management.

The Communist Youth League branch is the basic unit of the work and activities of the Communist Youth League and the most basic organization of the League. It has the most direct and extensive contact with the youth of the League members, and it is the display terminal of all the work of the League. Enterprises, rural areas, government agencies, schools, scientific research institutes, streets, companies of the People's Liberation Army, squadrons of the People's Armed Police Force and other grass-roots units shall establish league branches with more than three members.
