Marcus Stephen's political career
On May 3, 2003, Stephen was elected to Parliament. From August 2003 to June 2004, he served as Minister of Education and Finance until President Scotty took office. In June 2004, he was re-elected as a member of parliament.

In August 2007, Stephen was re-elected as a member of parliament. In the presidential election on August 28th, he lost to the then President scottie. However, 12, 19, Scotty was overthrown by a vote of no confidence and Stephen became the president of Nauru.

Stephen insisted on scottie's practice and appointed someone else as foreign minister. In the past, President Nauru also served as Foreign Minister. After he took office, he appointed Keelung Kike as Foreign Minister.

However, he still faces a task, which is to complete the constitutional reform promoted by Scotty. The main focus of the reform is to determine the way in which the President of Nauru is elected directly, rather than indirectly by Parliament. This can also limit the abuse of no-confidence cases. In recent years, the improper use of no-confidence cases has become one of the symbols of Nauru's political life. However, it remains to be seen whether Stephen can practice constitutional reform because he can't take office without the operation of parliament.

Stephen has a close relationship with René Harris, former President of Nauru. His predecessors Scotty and Harris had many differences on domestic and economic policies. Stephen came to power at the age of 38, leading a group of young ministers, which is regarded as a sign that Nauru's leaders are younger (Ghiula, who became president in 2003, is 40 years older than Stephen), but Nauru has never been younger before. Bernard dowiyogo 1976 was only 30 years old when he came to power.

In the Nauru parliamentary election on April 26th, 2008, President Stephen's supporters won at least 18 of the total 18 seats, thus consolidating his ruling position.
