Regulations of Jilin Municipality on the Administration of Urban Public Passenger Transport
Chapter I General Provisions Article 1 In order to strengthen the management of urban public passenger transport and promote the development of urban public transport, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 The term "urban public passenger transport" as mentioned in these Regulations refers to the business activities of using urban buses, trams and other public passenger transport vehicles and related facilities to transport passengers according to fixed routes, times and stations. Article 3 These Regulations shall apply to the administration of urban public passenger transport within the urban area of this Municipality. Article 4 The municipal administrative department of urban public passenger transport (hereinafter referred to as the administrative department of public transport) is responsible for the management of urban public passenger transport in this Municipality.

Planning, planning, construction, industry and commerce, prices, public security, transportation, urban management administrative law enforcement and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of urban public passenger transport. Fifth urban public passenger transport management should adhere to the principles of overall planning, unified management, diversified investment, priority development and convenience for passengers. Chapter II Planning and Construction Management Article 6 The development of urban public passenger transport shall be incorporated into the overall urban planning. The administrative department of public transport shall, jointly with the planning departments, formulate the development plan of urban public passenger transport, which shall be organized and implemented by the administrative department of public transport after being approved by the Municipal People's Government. Article 7 The land and space for public passenger transport identified and reserved in the overall urban planning and urban public passenger transport development planning shall not be occupied by any unit or individual, and its use shall not be changed without the approval of relevant legal procedures. Article 8 When building or rebuilding urban roads, the municipal construction administrative department shall set up various public passenger transport stations, bus rotating venues, parking lots and other supporting facilities in accordance with the urban public passenger transport development plan.

Conditional sections, the municipal public security traffic management department shall designate public passenger traffic lanes. Article 9 Projects such as the development of new urban areas, the transformation of old urban areas, airports, dry ports (railways and highways), large-scale commercial outlets, cultural and entertainment venues, tourist attractions, stadiums and gymnasiums shall be designed and equipped with public passenger stations and other facilities at the same time according to the plan. Chapter III Management of Qualification and Management Right Article 10 The management system of qualification and management right shall be implemented in urban public passenger transport operation. Eleventh whoever applies to engage in urban public passenger transport business must meet the following conditions:

(1) Having a fixed place and business facilities that meet the requirements;

(2) Having registered capital suitable for its business scale;

(3) Having corresponding management institutions and management systems;

(4) Having vehicles and warranty facilities that are suitable for the business scale and meet the technical standards and the provisions of relevant departments;

(5) Having qualified drivers and managers. Article 12 State-owned enterprises, private enterprises, foreign-invested enterprises and individuals that meet the requirements stipulated in Article 11 of these Regulations may apply for engaging in urban public passenger transport business activities.

To apply for the operation of urban public passenger transport, a written application and relevant supporting materials shall be submitted to the administrative department of public transport to apply for the Qualification Certificate of Urban Public Passenger Transport Enterprise (hereinafter referred to as the Qualification Certificate). The administrative department in charge of public transportation shall, within 7 days from the date of receiving the application, conduct a review, issue a qualification certificate to those who pass the review, and notify the applicant in writing if they fail.

Those who have not obtained the qualification certificate shall not engage in urban public passenger transport business activities.

City public passenger transport operators must accept the regular review of their business qualifications by the administrative department of public transport. Thirteenth new business, the right to operate expires and it is necessary to re-determine the operator within the term of operation. The municipal public transportation administrative department shall determine the right to operate the line through bidding or auction.

After the tender, if no operator bids, wins the bid or wins the line, the municipal public transportation administrative department may dispose of the line management right during the transition period. Fourteenth to obtain the right to operate the line, the municipal public transport administrative department shall issue a line operation license.

Shall not transfer the right to operate the line without authorization. Chapter IV Operation and Crew Management Article 15 Urban public passenger transport operators shall organize their operations in accordance with the lines, stops, departure time of the first and last shifts, vehicle structure, number of equipped vehicles and other norms determined by the administrative department of public transport. Without the consent of the original decision-making organ, it may not be changed. Sixteenth due to special circumstances such as urban construction and major events. (a) according to the provisions of the operating lines, sites, shifts, models, operating hours;

(two) according to the provisions of the unified production and hanging signs of operation;

(3) Carrying business license and other relevant certificates with the vehicle;

(four) strictly implement the fare standards approved by the price department, and use the tickets uniformly printed by the municipal public transportation administrative department;

(five) to keep the ancillary facilities and functions of vehicles in good condition and meet the technical requirements of urban public passenger transport operation;

(six) keep the vehicle clean and beautiful, regular disinfection;

(seven) subject to the management, supervision and inspection of urban public passenger transport inspectors. Nineteenth drivers and passengers must abide by the following provisions:

(a) wear service marks in accordance with the provisions, dress neatly, and use civilized language;

(two) timely report lines and stations, actively guide passengers, give priority to the elderly, patients, disabled people, pregnant women and passengers with babies;

(three) in accordance with the technical requirements of urban public passenger transport operation, drive safely and civilized, start the car after closing the door, and open the door after parking;

(4) Passengers boarding or alighting at designated stations are not allowed to pass the station or stop over to wait for passengers, forcibly solicit passengers or use loudspeakers to attract passengers; Do not refuse to carry passengers without reason, chase passengers halfway, make a U-turn halfway and do not drive according to the interval running time;

(five) take the initiative to sell tickets, provide tickets to passengers, and strictly implement the provisions of ticket inspection;

(six) when the vehicle can not continue to run due to temporary failure in operation, passengers should be arranged to transfer to the following vehicles on the same line without repeated ticket purchase;

(seven) to maintain the order in the car and cooperate with the public security department to investigate and deal with illegal and criminal acts in the car;

(eight) other provisions that should be observed.
