Hou was born in Changzhi County, Shanxi Province, with the age of 19 1 1. 1937 joined the revolution in February and China in August of the same year.

1937 ——1945, former instructor of anti-Japanese guerrillas in Lucheng county, Shanxi province, and county heads of Huguan and Changzhi.

1946- 1949 Deputy Commissioner and Commissioner of the Third and Sixth Special Missions of Taihang.

1949- 1955 was appointed as the Commissioner of Nanping, Fujian Province, Secretary of Nanping District Committee and Director of Food Department.

1955 ——1959, Director of Liaoning Nonferrous Metals Administration and Director of Metallurgy.

1959 ——1966, as the first secretary of Chaoyang municipal party Committee and prefectural party Committee.

1969 ——1976, former deputy director of Chaoyang District Revolutionary Committee and secretary of local committee.

1976 ——1983, secretary of Anshan Municipal Committee.
