2. Different institutions have different subordinate relations.
From the perspective of institutional affiliation, rural committees belong to the party's work department; The Agriculture Bureau is an integral part of the government. The director of the rural Committee is appointed by the Party Committee, and the director of the Agricultural Bureau is selected by the Party Committee and appointed by NPC and its Standing Committee, and is responsible for and supervised by NPC.
3. Different management scopes
The Agriculture Committee is a directly affiliated institution responsible for the comprehensive coordination of rural work, and is responsible for the centralized management of agriculture, forestry, water conservancy, meteorology, agricultural science, supply and marketing, grain, township enterprises, agricultural machinery and other departments. It focuses on the role of providing rural work staff for the heads of government at the same level, and the actual management power is relatively virtual.
The Agriculture Department (Bureau) is also a component of the first-level government, responsible for agricultural production. Its management scope is smaller than that of the Agricultural Committee, and its actual management power is more specific.
Legal basis: Article 16 of the Civil Servant Law of People's Republic of China (PRC), the state implements the post classification system for civil servants. According to the nature, characteristics and management needs of civil servant positions, civil servant positions are divided into comprehensive management, professional technology and administrative law enforcement. According to this law, if there are special posts that need to be managed separately, other post categories can be added. The scope of application of each type of work shall be stipulated separately by the state.
