Other relevant departments of the people's governments at or above the county level shall be responsible for the relevant population and family planning work within the scope of their respective duties. Article 6 Trade unions, communist youth leagues, women's federations, family planning associations and other social organizations, enterprises and institutions, residents' committees, villagers' committees and citizens shall assist the people's governments in carrying out population and family planning work. Seventh people's governments at all levels and their staff in the implementation of family planning work, should strictly enforce the law, civilized law enforcement, and shall not infringe upon the legitimate rights and interests of citizens.
Health and family planning departments at or above the county level and their staff may investigate and collect evidence and organize technical appraisal according to law when performing official duties, and relevant units and individuals shall cooperate. Article 8 People's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in population and family planning work, and those who have been engaged in family planning work at the grassroots level for a long time. Chapter II Formulation and Implementation of Population Development Planning Article 9 The people's governments at or above the county level shall, in accordance with the population development plans of the state and the people's governments at the next higher level and in combination with local conditions, formulate population development plans for their respective administrative areas and incorporate them into the national economic and social development plans.
The people's governments at or above the county level shall formulate the implementation plan of population and family planning according to the population development plan and organize its implementation. The implementation plan of population and family planning should include long-term balanced population development, improving population quality, improving population structure, strengthening maternal and child health care, providing quality services, ensuring investment, implementing incentives and social security measures, and improving the assessment mechanism. Tenth population and family planning work to implement the target management responsibility system.
The main person in charge of the people's governments at all levels shall take overall responsibility for the population and family planning work within their respective administrative areas. Population and family planning work should be regarded as an important part of assessing the performance of people's governments at all levels and their departments and related units. Eleventh people's governments at all levels should include population and family planning funds in the fiscal budget at the corresponding level to ensure the funds for population and family planning work.
Encourage citizens, legal persons and other organizations to contribute to the cause of population and family planning. Twelfth health and family planning departments at or above the county level are responsible for:
(a) the implementation of population and family planning laws and regulations, to carry out publicity, education and training;
(two) to formulate the implementation plan of population and family planning and be responsible for the daily work of implementation;
(three) to supervise and inspect the implementation of the target responsibility system for population and family planning;
(four) to organize the establishment of family planning incentives and social security, family planning with special difficulties to help and promote the development of family planning, and to supervise and inspect the establishment;
(five) responsible for coordinating and promoting the relevant departments and social organizations to perform their duties related to family planning, and do a good job in linking family planning policies with relevant economic and social policies;
(six) to formulate and organize the implementation of policies and measures to reduce the incidence of birth defects;
(seven) to organize, guide, supervise and manage family planning technical services, organize prenatal examination, maternal and child health care, reproductive health and other services, and organize medical identification and accident identification related to family planning;
(eight) to organize the implementation of policies and measures to promote the gender balance of the birth population;
(nine) responsible for family planning services and management of floating population;
(ten) responsible for population and family planning information statistics and dynamic monitoring;
(eleven) to investigate and collect evidence according to law, investigate and deal with illegal acts of family planning, and collect social support fees according to law;
(twelve) other work related to population and family planning. Article 13 The development and reform departments at or above the county level shall be responsible for formulating population development strategies, plans and policies, organizing research on regional population development strategies, putting forward policy suggestions for the coordinated and sustainable development of population, economy, society, resources and environment, making overall plans for the long-term balanced development of population, and formulating capital construction projects and capital plans for population and family planning undertakings.
