Kazuo Hatoyama was the first Japanese public student to study in the United States, and 1877 graduated from Columbia University. Kazuo Hatoyama is regarded as an outstanding person familiar with foreign countries in the Japanese government after the Meiji Restoration. He used to be the director of the Bureau of Investigation and the director of translation in the Ministry of Foreign Affairs, specializing in dealing with "foreigners". 1In August, 886, a fleet of four warships of China Navy, beiyang fleet Dingyuan, Zhenyuan, Jiyuan and Weiyuan, visited Nagasaki. /kloc-in June of 0/3 and/kloc-in June of 0/5, sailors came ashore and clashed with Japanese policemen and civilians because of prostitution. In this incident, there were many casualties on both sides. At that time, China was under great diplomatic and military pressure, and Lang Weili, the general instructor of Beiyang Navy, even suggested that the commander of the fleet Ding shell Nagasaki. Under this circumstance, Hatoyama and others rushed to Nagasaki by Yokohama Maru 18 to negotiate with China. Later, under the mediation of western powers, this incident ended with the Japanese government compensating for the losses, which was called "Nagasaki incident" in history. This incident also became the reason to stimulate Japan to vigorously develop its navy at that time. In this negotiation, Kazuo Hatoyama became the first person in the Hatoyama family to deal with China. Since then, the Qing government awarded Kazuo Hatoyama the Second Class Long Baoxun Medal.
Kazuo Hatoyama later became Speaker of the House of Representatives and President of Waseda University. During his tenure, he adopted a relatively free and open education policy and actively recruited Japanese students. 1905, Waseda University established the Department for Japanese Students, which enrolled 762 Japanese students in the first year, ranking first among universities in Japan. Tang Baodai, who served as the president of the Lawyers Association for a long time during the Republic of China, was one of the international students of Waseda University at that time.
