Comrade Luo Chengde, an outstanding party member of China, a loyal communist fighter and vice chairman of the Fourth Committee of the People's Political Consultative Conference of China Province, died on1September 23, 9901081.

Comrade Luo Chengde 1909 1 1 was born in an ordinary peasant family in Luojiawan, Yan 'an County, Shaanxi Province. /kloc-0 joined China in may, 927 and took part in revolutionary work. During the Agrarian Revolution, he served as secretary of CPC Yanchuan County Committee, political instructor of the 17th detachment of the Red Army guerrillas in northern Shaanxi, chairman of the Soviet government in Yanchuan County, and minister of food, judgment and interior affairs of the Soviet government in northern Shaanxi. During the War of Resistance against Japanese Aggression period, he served as secretary of the county party committee and county magistrate of Ganxian (now Fuxian) of the Communist Party of China, Commissioner of trilateral zoning in the Shaanxi-Gansu-Ningxia border region, and deputy commander of Dingbian city defense. During the War of Liberation, he served as political commissar of the logistics department of the Jicha-Reliao Military Region, director of the Civil Affairs Department of Jehol Province, vice chairman of the people's government of Jehol Province, chairman of the people's government of western Liaoning Province, chairman of the people's government of Jehol Province, secretary of the CPC's Jehol Provincial Committee, and member of the Northeast People's Committee.
