Yang graduated from Xiaozhuang College majoring in primary education and obtained a master's degree in education management from Sichuan Normal University. An advanced individual in moral education research in Jiangsu Province, an outstanding educator in Nanjing, an outstanding young teacher in Gulou District and an outstanding league member.

1994 worked in Yuansheng Township Primary School, and served as a Chinese teacher, head teacher, secretary of the Youth League branch, chairman of the trade union, assistant principal and vice principal. In August 2002, he was transferred to the vice president of moral education in Lhasa Road Primary School; In August 2005, he served as the vice president of teaching in the primary school affiliated to University of Finance and Economics; In July 2006, he competed for the position of secretary and principal of Yuansheng Township Primary School.
