The Ministry of Water Resources is a national government agency, which belongs to the administrative establishment and is mainly composed of civil servants.
There are many institutions under the department, some of which perform administrative functions and some perform enterprise functions.
Government units are established through political procedures and have legislative, judicial and administrative powers over other institutions in specific fields. The water conservancy department is under the jurisdiction of the government and belongs to the government. So the water conservancy department is a government unit.
The director of the Water Resources Department is the main hall class. Director-level officials, also called main hall-level officials, are civil servants in China. According to the Civil Service Law of People's Republic of China (PRC), bureau-level heads are administrative level 5, and bureau-level heads and above are senior leading cadres.
Institutions are generally public welfare institutions established by the state, but they are not government agencies and are different from civil servants.
According to the spirit of the classification reform of state institutions, institutions are no longer divided into fully funded institutions and balance allocation institutions, but into public welfare institutions and public welfare institutions, including institutions run by state-owned assets and institutions run by social capital, all of which are institutions that are not funded by the state.
I. Responsibilities of the Ministry of Water Resources:
The Water Resources Department is the working department of the people's government of the province (autonomous region) and the water administrative department of the government, which is mainly responsible for the construction and management of water conservancy projects, flood control and drought relief, water resources management, water supply and drainage, engineering construction, management and protection of rivers and lakes. In the area of responsibility, responsible for the development, utilization, conservation, protection and management of water resources, prevention and control of water disasters.
The Ministry of Water Resources has financial audit department, water administration and water resources department and office. The office of flood control and drought relief headquarters is not a subordinate unit. The flood control and drought relief headquarters is an institution established by the local government and hung in the Water Conservancy Bureau, which is the highest-level department.
Second, the main responsibilities of the irrigation department:
1, to undertake meteorological observation, crop moisture observation and optimized irrigation system test;
2, responsible for guiding the irrigation water management of water conservancy projects in the city;
3, responsible for the city's farmland irrigation water experiment;
4, responsible for the city's agricultural irrigation planning water, water conservation, rational water distribution and other business guidance;
5, responsible for the city's agricultural irrigation scientific research and scientific and technological personnel training;
6. Undertake other tasks assigned by superiors.

Article 32 The water administrative department of the State Council, together with the environmental protection administrative department of the State Council, relevant departments and the people's governments of relevant provinces, autonomous regions and municipalities directly under the Central Government, shall, according to the requirements of comprehensive river basin planning, water resources protection planning and economic and social development, draw up the water function zoning of important rivers and lakes determined by the state and submit it to the State Council for approval. The water function zoning of other rivers and lakes across provinces, autonomous regions and municipalities directly under the Central Government shall be compiled by the relevant river basin management agencies in conjunction with the water administrative departments, environmental protection administrative departments and other relevant departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government where the rivers and lakes are located. After being examined and put forward by the people's governments of relevant provinces, autonomous regions and municipalities directly under the Central Government, the water administrative department of the State Council shall, jointly with the environmental protection administrative department of the State Council, conduct an examination and report to the department authorized by the State Council or the State Council for approval.
The water function zoning of other rivers and lakes other than those specified in the preceding paragraph shall be formulated by the water administrative department of the local people's government at or above the county level in conjunction with the environmental protection administrative department of the people's government at the same level and relevant departments, and submitted to the people's government at the same level or its authorized department for approval, and reported to the water administrative department at the next higher level and the environmental protection administrative department for the record.
The water administrative department of the people's government at or above the county level or the river basin management institution shall, according to the requirements of the water functional area for water quality and the natural purification capacity of the water body, verify the pollutant carrying capacity of the water body, and put forward opinions to the administrative department of environmental protection on limiting the total discharge of pollutants in the water body.
The water administrative departments and river basin management agencies of local people's governments at or above the county level shall monitor the water quality of water functional areas, and if it is found that the total discharge of key pollutants exceeds the control index, or the water quality of water functional areas does not meet the requirements of water use, it shall promptly report to the relevant people's governments to take control measures and notify the competent administrative department of environmental protection.
Article 64 If the water administrative department or other relevant departments, water project management units and their staff take advantage of their positions to collect other people's property and other benefits or neglect their duties, issue licenses to units or individuals that do not meet the statutory conditions, sign examination and consent opinions, fail to allocate water according to the water allocation plan, fail to collect water resources fees according to the relevant provisions of the state, fail to perform their supervisory duties, or fail to investigate and deal with illegal acts, thus causing serious consequences and constituting crimes, the responsible person in charge and other persons directly responsible shall be punished according to law. Those who are not serious enough for criminal punishment shall be given administrative sanctions according to law.
