Legal basis: Article 21 of the Organic Law of People's Republic of China (PRC) Local People's Congresses and Local People's Governments at All Levels, members of the Standing Committees of local people's congresses at or above the county level, chairmen and vice-chairmen of people's congresses in townships, nationality townships and towns, governors and vice-governors, chairmen and vice-chairmen of autonomous regions, mayors and deputy mayors, governors and deputy governors, county heads, deputy heads, mayors and deputy heads.

There are more than 30 deputies to the people's congresses of provinces, autonomous regions and municipalities directly under the Central Government, more than 20 deputies to the people's congresses of cities divided into districts and autonomous prefectures, and more than 10 deputies to the people's congresses at the county level. Candidates may be proposed for members of the standing committees of the people's congresses at the corresponding levels, members of the people's governments, presidents of people's courts and chief procurators of people's procuratorates. Ten or more deputies to the people's congresses of townships, nationality townships and towns may jointly submit candidates in writing for the chairman, vice-chairmen and members of the people's governments at the corresponding levels. Representatives elected by different constituencies or electoral units may jointly propose candidates.

The number of candidates nominated by the presidium and the number of candidates jointly nominated by each representative and other representatives shall not exceed the number of candidates to be elected.

The nominator shall truthfully introduce the nominated candidates.
