Xue Ying, 1943 was born in hancheng city, Shaanxi Province, 1963 graduated from xi Academy of Fine Arts, 1964 was specially recruited to join China. She has served as a civilian official, camp instructor, director of the division, deputy secretary of the division party Committee, political assistant of the division, secretary of the Communist Youth League party Committee and political commissar. After changing jobs, he served as executive vice president and secretary general of Northwest Painting and Calligraphy Research Institute, researcher of Anwen History Museum, chairman of China Painters Association in 2007, and was jointly elected as the second executive chairman by the International Artists Federation in 2008.

The Chinese painting Loess Love won the gold medal in the 6th National Art Exhibition.

1995 the calligraphy work "Yunshan demeanor" won the special prize in the national painting and calligraphy photography competition.

In 2000, the calligraphy work Descendants of the Dragon won the Golden Dragon Cup Award in the first China Calligraphy and Painting Competition.

In 2007, he was awarded the title of "2 1 century people's meritorious artist" by the Ministry of Culture and the All-China Federation of Literary and Art Circles.

In 2008, he was awarded the title of "World Hakka Cultural Meritorious Artist"
