Shi Gang, director of the Xinjiang Aid Office of the Organization Department of the Xinjiang Uygur Autonomous Region Committee of the Communist Party of China, said: 1996, in order to promote the development and maintain the stability of Xinjiang, the central government made a major strategic decision to carry out aid work in Xinjiang. Since 1997, when the first batch of aid cadres stationed in Xinjiang, the central government has successively selected 6 batches of more than 3,700 aid cadres for Xinjiang. Over the past decade or so, the central government has provided Xinjiang with free aid funds and materials equivalent to 4.3 billion yuan, and implemented more than 200 cooperative projects in aid of Xinjiang, with more than 25 billion yuan in funds in place.
