He used to be Minister of Organization Department of Gansu Provincial Committee, Member of Standing Committee of CPC Jiuquan Municipal Committee and Deputy Secretary of CPC Jiuquan Municipal Committee.

In May 2008, he served as director of Gansu Provincial Office of Science, Technology and Industry for National Defense, secretary of the Party Committee and secretary of Gansu Provincial Working Committee of Science, Technology and Industry for National Defense;

In June 2009, he served as deputy director (main hall) and deputy secretary of the party group of Gansu Provincial Industry and Information Technology Committee;
