Feng Yaping, director of the Planning and Finance Department of the Ministry of Civil Affairs of China, said at a news conference on the 25th that the development priorities of civil affairs during the 13th Five-Year Plan period include five plans, namely, the development plan of civil affairs, the plan of social pension service system, the national comprehensive disaster prevention and mitigation plan, the basic public service system for funeral and burial, and the plan of social welfare service system.

At the same time, coordinate urban and rural community services, civil affairs standardization, welfare lottery, civil affairs legislation, etc. Around these plans, some key indicators, strategic tasks and major projects of civil affairs in the 13 th Five-Year Plan have been initially determined. There are 16 development indicators, including:

Every thousand elderly people have 35-40 beds for the aged, of which the proportion of nursing beds is not less than 30%. The average annual growth rate of urban and rural minimum living standard is above 10%. The centralized support capacity of rural five-guarantee service institutions has reached 60%. The annual per capita financing growth rate of key medical assistance recipients is 18.5%. The average annual cremation rate of remains is 53.5%. Land-saving ecological burial rate reached 65%. The coverage rate of county-level administrative areas of public welfare ashes placement facilities reached 70%.

In addition, the average annual direct economic loss due to disasters accounts for no more than 1.3% of GDP. The coverage rate of urban community comprehensive service facilities reached 100%. The coverage rate of comprehensive service facilities in rural communities reached 50%. The coverage rate of the comprehensive information platform for urban community public services has reached 60%. The coverage rate of the comprehensive information platform for public services in rural communities has reached 30%. There are 6.5 social organizations per 10,000 people. There are 50,000 regular social donation websites and charity supermarkets. Social work professionals account for 1‰ of the total population. The proportion of registered volunteers in the permanent population reached 13%.

Feng Yaping said that in terms of strategic tasks, the key points are to actively respond to the aging population, improve the social assistance system, improve the ability of disaster prevention, mitigation and relief, support the development of social welfare and charity, safeguard children's rights and interests, strengthen special care and resettlement, innovate community governance and develop grassroots democracy, stimulate the vitality of social organizations, accelerate the development of professional social work and voluntary services, and scientifically set up administrative divisions.

At the same time, the "Thirteenth Five-Year Plan" should focus on promoting the implementation of four major projects:

First, the social pension service system construction project, focusing on supporting the construction of facilities such as nursing homes for the elderly, facilities combining medical care with nursing care, community day care centers, glorious homes, and rural nursing homes.

The second is the basic public service system for funeral and interment, focusing on supporting the construction of new or rebuilt public welfare funeral homes, environmental protection renovation of cremators and public welfare ashes burial (release) facilities.

The third is the social welfare service system construction project, focusing on supporting the construction of children's welfare facilities, minors' protection facilities, rural three-left-behind personnel service protection facilities and mental health welfare service facilities.

Fourth, the national natural disaster relief material reserve system construction project, focusing on improving the central disaster relief material reserve system, supporting the local disaster relief material reserve construction, and accelerating the formation of a four-level central-provincial-city-county disaster relief material reserve network.
