Provisions of Huangshan City on the Long System of Rivers and Lakes
Article 1 In order to promote the implementation of the long-term system of rivers and lakes, promote the comprehensive improvement of water environment, protect water resources, prevent and control water pollution, improve water environment and restore water ecology, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution, the Regulations on the Administration of Lakes in Anhui Province and other laws and regulations. Article 2 The term "long river and long lake system" as mentioned in these Provisions refers to the establishment of long rivers and long lakes (hereinafter referred to as "long rivers") in corresponding waters, and the organization and leadership of water resources protection, shoreline management, water pollution prevention and control, water environment management, water ecological restoration, law enforcement and supervision of long rivers and lakes within their respective administrative areas.

The waters mentioned in these Provisions include rivers and lakes (including artificial lakes) and other water bodies. Article 3 The implementation of the long river system shall follow the principles of unified leadership, graded responsibility, departmental linkage and social participation. Article 4 This Municipality shall establish a four-level river length system at city, county, township and village levels. Set municipal river lengths in key river sections. The county, township (street) and village (neighborhood) where each water area is located shall set up county-level, township-level and village-level river chiefs in stages, and the village-level river chiefs shall be entrusted by the township people's government (street offices) to perform the duties of river chiefs in the corresponding water areas. Refer to the establishment of Huangshan Scenic Area and Huangshan Economic Development Zone.

The specific establishment and determination of the river chief shall be carried out in accordance with relevant regulations. Fifth river chiefs at all levels should strengthen the organization and leadership, coordinate the relations between all parties, mobilize social forces, and do a good job in the full implementation of the river length system.

(a) the river chief and deputy river chief at or above the county level shall be responsible for leading and organizing the management and protection of rivers and lakes within their respective administrative areas, and undertake the duties of general supervision, general dispatch and implementation of the funds for the river chief system;

(II) The municipal river chief is responsible for coordinating, urging and solving major problems in the management and protection of responsible waters, taking the lead in organizing river patrol and lake patrol supervision and rectification of outstanding problems in the responsible waters, clarifying the management responsibilities of cross-county (district) waters, urging responsible units and subordinate river chiefs to perform their duties, promoting the establishment of departmental linkage mechanisms, and investigating and handling relevant illegal acts according to law;

(3) The county-level river chief is responsible for coordinating and urging the responsible units to carry out the management and protection of the responsible waters, coordinating and solving major problems, promoting the establishment of a departmental linkage mechanism, and investigating relevant illegal acts according to law;

(IV) Township river chiefs are responsible for implementing the specific tasks of water area management and protection, conducting daily inspections of water areas under responsibility, handling problems found in a timely manner, and discouraging relevant illegal acts. If it is difficult to solve or dissuade the invalid, it shall be reported to the county-level river chief, the river chief office or the relevant member units at the county level for coordination;

(5) Village-level river chiefs are responsible for publicity, education and daily inspection on the protection of responsible waters, urging the implementation of daily cleaning, dike protection and bank protection of responsible waters, timely handling the problems found, discouraging relevant illegal acts, and handling township-level river chiefs whose reports are difficult to solve or dissuasion is ineffective. The Township People's Government (street office) shall sign a letter of responsibility with the village-level river chief, and clarify the responsibilities of the village-level river chief and the responsibilities that should be borne if he fails to perform his duties. Sixth development and reform, information, finance, land, housing, environmental protection, transportation, agriculture, water conservancy, forestry, health and family planning, industry and commerce and other departments and institutions shall, according to their respective responsibilities, work together to promote the river length system. Seventh people's governments at or above the county level shall set up the office of the river chief (hereinafter referred to as the office of the river chief) to ensure the implementation of personnel and work funds. Villages and towns can set up a river chief's office according to local conditions. Eighth at or above the county level river long office is responsible for organizing, coordinating, supervising and guiding the daily work of the river long system. Specifically perform the following duties:

(a) responsible for organizing the implementation of the publicity and training of the river length system, studying and formulating the relevant systems and annual implementation plans of the river length system at the corresponding level, and specifically undertaking the supervision and assessment of the relevant competent departments of the people's government at the corresponding level, the people's governments at lower levels and the river length in performing their duties;

(two) responsible for handling the daily affairs of the river chief meeting, implementing the matters determined by the chief river chief, deputy chief river chief and river chief, and guiding and coordinating the work of the relevant departments of the government at the same level and the river chief system at the next level;

(three) to accept reports of problems in waters or related illegal acts, and urge the relevant competent departments of the people's governments at the corresponding levels or the lower river authorities to deal with them;

(four) responsible for the construction and management of the information management platform of the river length system; Article 9 A publicity board for the river chief shall be set up in a prominent position along the water area where people are crowded, indicating the name and position of the river chief, contact information, supervision telephone number, name of the water area, length or area of the water area, responsibilities of the river chief, remediation objectives and protection requirements. Establish a long list of rivers, announce it to the public, and implement dynamic management.

Where the relevant information of river length specified in the preceding paragraph is changed, it shall be updated within 30 days from the date of change. Article 10 The people's governments at all levels shall include the funds for the system of river length in the financial budget, and the funds for the system of river length at the village level shall be borne by the people's governments at the county level. Article 11 People's governments at or above the county level shall strengthen the informatization construction of river length system, establish information platforms such as monitoring, evaluation, information submission and information sharing of river length system, and use advanced scientific and technological means to gradually realize the informatization of river length system. Twelfth people's governments at or above the county level or the office of the river chief may hire social supervisors to supervise and evaluate the performance of duties by the people's governments at lower levels, the relevant competent departments of the people's governments at the corresponding levels and the river chief. Thirteenth river chiefs at all levels shall inspect the waters of responsibility in accordance with the relevant inspection cycle and inspection items, and truthfully record the inspection time and area, problems found, rectification opinions and rectification completion. The specific cycle and content of river patrol at all levels shall be formulated by the municipal river chief office.
