"Interim Measures for Selecting National Defense Students from Ordinary Colleges and Universities" In order to do a good job in selecting national defense students from ordinary colleges and universities (hereinafter referred to as colleges and universities) and broaden the channels for selecting and training military cadres, these measures are formulated in accordance with the Law of the People's Republic of China on Officers in Active Service and the decision of the State Council and the Central Military Commission on establishing a system for training military cadres relying on ordinary higher education. I. Principles and Scope (1) In selecting national defense students from college students, we should focus on the objective requirements of training new military talents, adhere to the principles of comprehensive evaluation, quality assurance, fair competition and merit selection, focus on selecting and training professional and technical talents urgently needed by the army, and appropriately select and train junior military command talents. (two) the selection scope is mainly for students majoring in science and engineering, taking into account other majors such as literature and history; Colleges and universities with national defense students' selection and training offices (hereinafter referred to as the selection and training offices) are the main ones, and they can also be selected from the nearest contracted colleges and universities as needed. (three) the selection object should be undergraduate and graduate students who take part in the national unified college entrance examination, or those who meet the admission conditions. Undergraduate students choose from the second grade, and graduate students generally choose from the first grade. Students who enjoy compulsory scholarships such as other directional majors in colleges and universities do not participate in the selection. (4) Encourage outstanding students to participate in the selection of national defense students. Under the same conditions, priority will be given to students party member, student cadres, outstanding students, special students, master students and doctoral students, as well as students who voluntarily work in remote and hard areas and grassroots units after graduation. Second, the selection plan The plan to select national defense students from the students in school should be based on the specialty and quantity determined by the military growth cadre training plan, combined with the supplementary demand of military construction for talents and the actual situation of colleges and universities, and the plan to recruit national defense students from ordinary high school graduates and the army to directly receive college graduates should be considered as a whole. The proportion of girls shall not exceed 10% in principle. Draw up the selection plan. On the basis of full investigation, the units at the corps level and the cadre departments of colleges and universities will forecast and summarize the selection targets of national defense students, and then put forward a plan, which will be reported to the cadre department of the General Political Department before the end of March each year. The selection plan is issued by the Department of Cadres of the General Political Department in conjunction with the Department of College Students of the Ministry of Education before the end of May each year. After the selection plan is issued, it shall be organized and implemented by universities and training offices, and shall not be changed without approval. 3. Publicity and Mobilization Institutions of higher learning and training offices should attach importance to the publicity and mobilization of the selection of national defense students. Adhere to the combination of regular publicity and centralized publicity, seize the favorable opportunities such as military training for freshmen, major festivals, graduation and enlistment, and make full use of campus network, school newspaper, bulletin board, radio and television to create a strong atmosphere and enhance students' national defense awareness. Propaganda and mobilization should be incorporated into the national defense education system in colleges and universities, and the role of party organizations, student unions, society and families at all levels in colleges and universities should be brought into play. The main contents of propaganda and mobilization include: (1) the fine tradition, achievements in modernization and development prospects of our army, the significance, training methods and policy provisions of cultivating military cadres relying on ordinary higher education; (2) Basic conditions, methods and procedures, distribution principles and rank treatment of national defense students after graduation; (3) The Law on Officers in Active Service, the Regulations on Civilian Cadres and the relevant laws and regulations on the work of military cadres; (4) The army has a good environment for the growth of military talents, and the cadres who graduated from colleges and enlisted in the army have outstanding achievements and advanced deeds in the army. Fourth, implement the conditions and procedures for the selection and allocation of national defense students, and enjoy the conditions of national defense scholarships stipulated in the Measures for the Issuance and Management of National Defense Scholarships ([2000] Chua's ZiNo.10/). 064 1) is issued by the cadre department of the General Political Department of China People's Liberation Army and the finance department of the General Logistics Department. Generally, it is mainly based on students' individual application, college (department) recommendation, and cadre assessment and screening of the political department of corps units. The selection and assessment of students are generally arranged in the second semester of the year before the selection year. Students register with their college (department), and the college (department) conducts a preliminary examination of the registered students, makes an appraisal of their ability and political integrity, and puts forward recommendations. The selection and training office will assess the selection objects one by one with the relevant functional departments of colleges and universities. The main contents of the assessment include ideological consciousness, realistic performance, academic performance, hobbies, physical condition, family and major social relations. If the training object is junior commanding cadres, we should also focus on their image temperament, physical condition, language expression ability and management quality potential. Physical examination is generally arranged in university hospitals, and there are also nearby military hospitals. The assessment and selection work shall be subject to the responsibility system. When the selection quantity cannot meet the selection plan, colleges and training offices can select outstanding students who volunteer to engage in similar professional military work, and colleges and universities will make necessary professional adjustments as appropriate. The roster of selected national defense students shall be submitted to the cadre department of the General Political Department for examination and filing before the end of September of that year. Students who are approved to become national defense students enjoy national defense scholarships provided by the army, and the national defense scholarship agreement is signed between universities and training offices and students. Colleges and universities and training offices should publish the selection results in a certain way. Five, training colleges and universities students and training department should pay attention to the military and political training and daily education management of national defense students (including high school graduates from ordinary middle schools), master their thoughts and learning trends, and pay attention to regular ideological and political work. While completing the prescribed teaching content and military and political training tasks, organize national defense students to visit the army in winter and summer vacations to enhance their understanding of the army. National defense students should have the basic qualities of military cadres when they graduate, and can basically meet the needs of their posts. National defense students are screened during the whole training period. Colleges and training centers should make follow-up visits, establish training assessment files, and fill in the Registration Form for National Defense Students in Ordinary Colleges and Universities (see Annex). Those who are not suitable for further training will be disqualified from national defense students. Six, the national defense students sent by graduation in institutions of higher learning after the expiration of the study period, to meet the graduation conditions to obtain academic qualifications and degree certificates, colleges and training offices to do a good job in national defense students graduation appraisal, put forward employment suggestions, improve the archives and other work. The distribution plan for national defense students shall be drawn up by the cadre departments of military units, universities and training centers, and submitted to the cadre department of the General Political Department for examination and approval before the end of February each year. Graduation dispatch is organized and implemented by universities and training centers. The military employing unit may send personnel to colleges and universities for assessment according to the situation, and assist colleges and universities and training and election offices to do a good job in distributing newspapers. Organizing and leading the selection and training of national defense students is related to the quality of military cadres and is the common responsibility of both the military and the people. Colleges and universities and selection and training offices should enhance their sense of responsibility, support each other, work together, follow the basic laws of ordinary higher education, scientifically and reasonably arrange military and political training and related activities for national defense students in school, and ensure the quality of selection and training for national defense students. Relevant functional departments of military units and educational administrative departments at all levels should strengthen inspection and guidance, timely study and solve problems encountered in their work, create necessary conditions for the selection and training of national defense students, pay attention to research and exploration of characteristics and laws, and constantly sum up experience. After the annual selection and training work, colleges and universities and the selection and training office shall submit a written summary to the higher authorities before the end of September. Institutions of higher learning and training offices may formulate specific implementation rules according to these measures. These Measures shall be implemented as of the date of promulgation, and shall be interpreted by the Department of College Students of the Ministry of Education and the Department of Cadres of the General Political Department.
