Undergraduate tutors are neither illegal nor illegal. According to the Teacher Law of People's Republic of China (PRC), all primary and secondary school teachers can engage in tutoring activities. The law clearly stipulates that the qualifications of primary and secondary school teachers shall be recognized by the education administrative departments of local people's governments at or above the county level, and the qualifications of teachers in ordinary colleges and universities shall be recognized by the education administrative departments of the State Council or provinces, autonomous regions and municipalities directly under the Central Government.
