Conditions for proof of poverty:
1, residents with no source of income, no ability to work, and no dependents;
2. Residents who have not been re-employed during the period of receiving unemployment insurance benefits or after the expiration of receiving unemployment insurance benefits, and the per capita income of their families is lower than the local minimum living standard;
3. Residents whose per capita household income is still lower than the local minimum living standard after employees and laid-off workers receive wages or minimum wages, basic living expenses and retirees receive pensions;
4. Residents whose per capita income of other families is lower than the local minimum living standard.
The above-mentioned "local minimum living standard" is based on the average statistical data of the whole province in the previous year published by the local provincial statistical bureau on April 20th and 30th of that year.
Proof of the above four situations, the work unit is proved by the work unit, and the urban population without work unit is proved by the community neighborhood Committee and reported to the street office for approval; The rural population is proved by the village committee and reported to the township government for approval.

Article 2 Graduates who are registered as unemployed in this Municipality and have difficulties in family life may apply for temporary living allowance from the personnel department of the local government with the Registration Certificate of Unemployed Graduates in Ningbo or the Registration Certificate of Unemployed Graduates in Adult Education in Ningbo, if they meet one of the following conditions:
(a) the minimum living guarantee family.
(2) families of poor workers.
(3) Urban zero-employment families.
Article 3 Applicants for temporary living allowance shall truthfully fill in the Approval (Application) Form for Temporary Living Allowance for Unemployed College Graduates from Poor Families in Ningbo City (which can be downloaded from the website download center of Ningbo Personnel Bureau or collected from the personnel department of the local government), and provide the following originals and copies of corresponding supporting materials according to the actual family situation:
(a) "Ningbo residents minimum living guarantee card".
