1, preparatory work and its procedures

The League Congress is the highest leading organ of the local and grass-roots organizations of the League. It is also an important meeting for members to participate in group affairs, exercise their democratic rights and discuss and decide on major issues within the group through elected representatives. Therefore, it is the basis of holding a good League Congress to make relevant preparations. With the guidance and help of the Party committee at the same level and the Communist Youth League Committee at a higher level, the preparatory work for the Communist Youth League Congress shall be specifically undertaken by the Communist Youth League Congress Committee. The following aspects should be done well.

(1) Report to the Party Committee at the same level and the Youth League Committee at a higher level for instructions on convening the Youth League Congress.

The committees at all levels of the League should be re-elected as scheduled according to the provisions of the League's articles of association. Before the general election, first of all, we should report to the Party committee at the same level and the league organizations at higher levels for instructions on convening the league members' congress. Its main contents are as follows:

The "Decision" (draft) is generally drafted by the Youth League Committee to designate relevant departments or directly. Its main contents are:

Before the plenary session of the Communist Youth League Committee discusses and decides on the preparatory work for the Congress of the Communist Youth League Committee, a meeting of the Standing Committee of the Communist Youth League Committee shall be held to discuss and submit the preparatory work to the whole Committee. (9) to guide the lower organizations to do a good job in the election of representatives.

(1) according to the relevant requirements of the league election rules, set up a representative qualification examination committee (group);

5. Work after the first plenary meeting of the Youth League Congress and the Youth League Committee
