In April, 2004, according to the spirit of Document No.7 issued by Changsha Municipal Committee, the management and operation system of University Science Park was greatly adjusted: the University Science Park was brought into the unified management of Changsha High-tech Zone, and the University Science Park Construction Management Office was set up in the High-tech Zone Management Committee; People, money and things in the former University Science Park stayed in Yuelu District, and operated according to the Yuelu branch mode of Yuelushan University Science Park. The main supporting units of Yuelushan National University Science Park are Central South University, Hunan University, Hunan Normal University, National University of Defense Technology, Changsha Research Institute of Mining and Metallurgy, Changsha Research Institute of Mining, Hunan Research Institute of Traditional Chinese Medicine and Changsha Research Institute of Construction Machinery, and have been extended to other universities in Changsha, Zhuzhou and Xiangtan. Its basic function is to accelerate the transformation of scientific and technological achievements, the incubation and cultivation of small and medium-sized enterprises and the cultivation of innovative compound talents, especially to provide project support and intellectual support for regional economic development.
In 2009, in order to further integrate the superior resources of the high-tech zone, innovate the enterprise service system, and adapt to the future development trend of the university science park and its own needs, Yuelushan University Science Park Construction Management Office and Changsha High-tech Zone Entrepreneurship Service Center implemented institutional restructuring, and established a market-oriented operating company-Yuelushan University Science Park Technology Service Co., Ltd. in Changsha High-tech Zone, which was fully responsible for and undertook the specific affairs and business work of Yuelushan University Science Park.
