Chapter I General Provisions

Article 1 In order to maintain the normal order of education, teaching and life in the school, safeguard students' physical and mental health, promote students' all-round development in morality, intelligence, physique and aesthetics, and ensure the quality of personnel training, in accordance with the spirit of the Education Law of the People's Republic of China, the Education Law of the People's Republic of China, the Regulations of the Ministry of Education on the Management of Students in Colleges and Universities and the Regulations of the Three Gorges University, combined with the credit system of our school,

Article 2 These Regulations are applicable to undergraduate students of general higher education in our university.

Chapter II Admission and Registration

Article 3 Freshmen admitted by our school according to the national enrollment regulations must go through the admission procedures on schedule according to the relevant regulations of the school and with the admission notice of Three Gorges University. Those who can't come to school on time for some reason must ask for leave from school in advance and explain the reasons. Vacation shall generally not exceed 10 working days. Those who have not taken leave or have taken leave for more than 2 weeks shall be deemed to have given up their admission qualification, except for justified reasons such as force majeure (such as earthquake, typhoon, flood, etc.). ).

Article 4 After the freshmen go through the admission formalities, the school shall conduct an audit in accordance with the national enrollment regulations within 3 months. Those who pass the second interview will be registered and obtained a student status.

Article 5. Freshmen who are diagnosed by hospitals designated by the school (hospitals above the second level) as unsuitable for studying at school, but can meet the admission physical examination standards after short-term treatment, can retain their admission qualifications for one year after their own application, the signing of opinions by their colleges and the approval of the Academic Affairs Office. Those who retain admission qualifications do not have a student status. Those who retain the admission qualification will go through the formalities of leaving school within 10 working days and go home or go back to their original units for treatment.

Article 6 Before the end of the school year, students who retain the qualification for admission should submit a written application for admission to their college, pass the re-examination in the hospital designated by the school, and go through the admission formalities only after being approved by the Admissions and Employment Guidance Office and the Academic Affairs Office. Those who fail to pass the second interview or pass the examination in the hospital designated by the school but fail to go through the admission formalities within 10 working days after the freshmen report for duty will be disqualified.

Article 7 At the beginning of each semester, students of all grades are required to pay tuition fees within the specified time, and then report to their college with their student ID cards according to the specified procedures. Those who cannot register on time for some reason must go through the formalities of asking for leave, otherwise they will be treated as absenteeism. Students who fail to pay the required fees will not be registered. Students with family difficulties confirmed by the school can apply for suspension of registration and register after handling the relevant procedures of loans or other forms of financial assistance. Those who have not taken leave or have taken leave but have not reported for duty within 10 working days or have not gone through the relevant suspension registration procedures will be treated as dropping out of school by themselves.

Article 8 Students who fail to register in time due to failure to pay the tuition fees stipulated by the state may, upon their own application and with the approval of the college, take part in course selection and attend lectures, but they do not enjoy other rights of students. After registration, students can enjoy all the benefits of students at school.

Article 9 A college shall record the registered students on the "Registration Records" page of its student ID card. Unregistered students should report to the Academic Affairs Office for the record within 3 weeks after the start of school.

Chapter III Learning Discipline

Tenth schools implement the "elective system", students should take the initiative to contact the tutor. Under the guidance of the tutor, carefully refer to the corresponding professional credit system guiding talent training program, choose to take corresponding courses, complete various teaching links, and participate in various activities stipulated by the school.

Eleventh students should abide by the classroom discipline, listen carefully, not late or leave early, and not leave the classroom without the consent of the teacher. If there is any conflict in the time of the selected courses, you should explain the situation to your college and go through the relevant formalities according to Article 36 of these Provisions.

Twelfth attendance is one of the components of students' academic performance evaluation. Teachers should record students' attendance according to the officially released class student list or the teaching class list after course selection. Attendance can be recorded in the usual assessment results. Those who fail in the examination at ordinary times cannot take part in the final examination of this course this semester.

Thirteenth students should abide by the discipline of the examination room when taking the course examination (or examination), and cheating in the examination room is strictly prohibited. Anyone who violates the discipline of the examination room will be invalid in this course, and the score of the course examination will be zero, and the corresponding punishment will be given according to the relevant provisions of the Measures for the Disciplinary Treatment of Students in Three Gorges University.

Fourteenth students are not allowed to leave their posts or leave the school without approval. Students who take personal leave or sick leave shall go through the written leave formalities according to the Administrative Measures for Examination and Approval of Students' Leave Cancellation in Three Gorges University.

Fifteenth AWOL or AWOL, or leave overdue, as truancy. Those who are absent from class for a certain period of time in one semester shall be given corresponding administrative sanctions in accordance with the relevant provisions of the Measures for the Implementation of Disciplinary Measures for Students of Three Gorges University.

Chapter IV Courses and Credits

Sixteenth various courses offered by the school (including practical teaching, the same below) and some extracurricular activities require certain credits. Students must complete the courses specified in the professional credit system guidance personnel training program, obtain corresponding credits according to the regulations, and complete all kinds of credits and total credits specified in the professional credit system guidance personnel training program before graduation.

Seventeenth courses offered by schools to students are divided into compulsory courses and elective courses. Students should complete all compulsory courses and various elective courses in accordance with the provisions of the professional talent training plan, and obtain compulsory course credits and various elective course credits.

Eighteenth students choose courses in accordance with the provisions of the "Three Gorges University undergraduate course management measures".

Nineteenth credits are units used to measure students' learning volume. Credits are divided into in-class credits and extracurricular credits. In-class credits refer to the credits obtained by taking courses, every 16 hours 1 credit, and every week of practical teaching 1 credit. Extra-curricular credits are credits obtained by students participating in various activities such as science, technology, culture, sports, clubs and subject competitions outside the course study. Students should complete extra-curricular credits in accordance with the relevant requirements of the talent training program guided by the credit system of each major. The calculation method of extracurricular credits shall be handled in accordance with the Regulations on the Management of Extracurricular Credits of Three Gorges University (Trial).

Chapter V Curriculum Evaluation and Achievement Record

Article 20 The courses taken by students must be assessed. You can get the required credits if you pass the exam, and you can't get the credits if you fail the exam. The examination results are loaded into the student achievement registration form and included in my file as the basis for the change of school status and graduation.

Twenty-first course assessment is divided into two ways: examination and assessment. Examination of examination courses can take various forms, such as closed book, open book, oral examination, written examination, etc., and its score evaluation consists of final examination (or examination at the end of the course) and usual performance. The usual grades are determined according to the inspection results at each stage. The ratio of ordinary grades to course grades varies according to the nature of the course, and is generally controlled at 30%-50%. The specific proportion shall be implemented after being approved by the Academic Affairs Office of the College. Generally, there is no formal final exam or final exam in an examination class, and its assessment results can be comprehensively determined according to students' learning attitude, attendance, usual questions, homework, quizzes, experimental reports, course papers, practical operations and other results. The examination of the examination course should be completed before the suspension of each semester.

Twenty-second course assessment scores are scored on a 100 scale or a five-level scale, and the students' learning quality is comprehensively evaluated by the score points. Students' grades are converted into corresponding grade points according to a certain correspondence. The corresponding relationship between test scores and grade points is as follows: Grade 5 grade points with a percentage of 95 ~ 100 are excellent, 490 ~ 94 are excellent, 3.787 ~ 89 are good, 3.383 ~ 86 are good, 2.777 ~ 79 are good, and 2.373 ~ 76 are good.1. 60 Failing 0 Article 23 Calculation methods of credit rating points and average credit rating points:

The credit of a course multiplied by the GPA corresponding to the test score of this course is the credit GPA obtained by this course. The sum of the course assessment credits of a student at a certain stage divided by the total academic achievement of the courses he has taken at the same period (including the academic achievement of failing courses) is the average credit of the student at that stage. The assessment results of compulsory courses and limited courses taken by students each semester must be included in the calculation of credit grade point and average credit grade point. The calculation formula is as follows:

Average credit grade point = ∑ (course grade point × course credit)/∑ course credit.

Twenty-fourth average credit grade point is calculated by semester, which is the average credit grade point of semester; Calculated by academic year, it is the average grade point of academic year; The cumulative average grade point is calculated from the time of admission, regardless of the semester; According to the calculation from admission to graduation, it is the average grade point of graduation.

Article 25 GPA is an important indicator to measure the quality and quantity of students' learning, and it is also an important basis for schools to select outstanding students, evaluate scholarships, determine whether to choose courses in advance and apply for self-examination, minor in the second major, study for double bachelor's degrees, second bachelor's degrees and graduate early.

Twenty-sixth experiments and homework courses, students must complete the experiment (including the experiment report) and homework on time. Students who finish the experiment (including the experiment report) and homework on time should be recorded in the usual assessment results. If you fail in the usual examination, you can't take the final examination of this semester's course.

Twenty-seventh students who have gone through the examination and approval procedures for postponed exams in accordance with the provisions of Article 44 of these Provisions shall indicate the words "postponed exams" when registering their scores. Those who are absent from the exam without reason or ask for leave without approval or fail to hand in the examination papers are regarded as absenteeism. Please indicate "truancy" when registering the results, and the results of this course will be zero.

Article 28 After the course examination results are evaluated, the college will log on to the educational administration website in time and announce it to the students. Students who have doubts about the examination results should submit a written application for examination papers to the Academic Affairs Office within 10 working days after the publication of the examination results, and go through the examination paper review procedures in accordance with the relevant provisions of the Measures for the Administration of Examinations for Candidates of Three Gorges University. Students themselves are not allowed to ask the teacher to consult the examination paper without permission.

Twenty-ninth graduation design (thesis) performance evaluation in accordance with the "Three Gorges University graduation design (thesis) work regulations (revised draft)" provisions.

Article 30 Non-foreign language majors should take CET-4 as required. Non-foreign language majors in other languages should take the national college foreign language proficiency test in other languages.

Chapter VI Independent Course Selection and Self-study

Article 31 In order to encourage students' personality development and autonomous learning, students can arrange their own learning process according to their own learning foundation, learning ability and physical condition. In addition to taking compulsory courses and elective courses according to the guiding talent training plan of the credit system of this major, you can also take advanced courses or self-study related courses as needed.

Thirty-second advanced elective refers to students taking the courses in the next semester or the next academic year as stipulated in the guiding talent training plan of the credit system of their major when they have spare capacity. If the average GPA of credits last semester is greater than or equal to 3.0, you can take a certain number of courses with additional credits in the next semester and listen to the opinions of your tutor.

Thirty-third students have the spare capacity to study and complete all kinds of course credits stipulated in the guiding talent training program of the credit system of this major, and can carry out graduation design (thesis) work in advance. When reaching the standards stipulated in Article 71 of these Provisions, they can apply to the school for early graduation.

Thirty-fourth students can master the compulsory courses or limited courses stipulated in the credit system guiding talent training program through self-study, and if the average score reaches 3.0 or above, they can learn some follow-up courses stipulated in the credit system talent training program of their major by themselves. The application for the follow-up courses of self-taught examination shall be handled according to the Interim Provisions on Self-taught Repetition of Three Gorges University.

Thirty-fifth the following courses and teaching links may not apply for self-study:

(a) military theory courses, political theory courses, ideological and moral courses, physical education class, experimental courses, etc. ;

(2) Practical teaching links, such as military training, metalworking practice, production practice, graduation practice, curriculum design, graduation design (thesis), etc.

Thirty-sixth students choose courses when there is a local conflict, with the approval of the application, they can take the form of cross-teaching, and those who pass the examination can get credits for this course. When there is a conflict between theory class, practice teaching and examination, students should take the examination first, then take part in practice teaching, and then take part in the lectures of theory class.

Chapter VII Minor, Bachelor's Degree in Second Major and Double Bachelor's Degree

Article 37 In order to encourage outstanding undergraduates to further broaden their knowledge and enhance their adaptability to the future, the school implements the major and minor system. That is to say, under the premise of ensuring the restoration of major, let spare undergraduates study other major courses (minor) according to their own interests and wishes.

Article 38 The training plan for minor professionals shall be formulated by the college where the minor major is located, reviewed by the Academic Affairs Office, and submitted to the school teaching committee for discussion and approval before implementation.

Article 39 Full-time undergraduate students who have completed 45 credits in the first academic year or 90 credits after the end of the second academic year, have spare capacity for study, have a special interest in minor (double degree) and have a certain foundation, and may apply for minor (double degree) from the third semester with the consent of the tutor.

Fortieth students who study minor majors and study for bachelor's degrees and double bachelor's degrees in the second major shall be managed in accordance with the Administrative Measures for Undergraduates of Three Gorges University to Study Minor Majors, Bachelor's Degrees and Double Bachelor's Degrees (Revised Draft).

Article 41 For the teaching of bachelor's degree or double bachelor's degree in minor or second major, it is generally arranged to set up a college on weekends or during the winter and summer vacations.

Chapter VIII Re-examination, Re-examination and Deferred Examination

Forty-second in addition to the school public elective courses and professional elective courses, courses that fail the exam can be retaken 1 time. Courses that still fail the make-up exam must be re-studied, and the next round of courses of the same grade should be selected to attend classes, and the corresponding teaching links should be completed according to the requirements of this round. Those who fail in the public elective courses and professional elective courses in the whole school can re-select or choose another course. Repeat courses should choose the next round of courses in the same grade and take the exam of this course. Those who fail the course examination within the allowed study period can study again until they pass the examination and get the course credits.

Forty-third students are not satisfied with the exam results (qualified or above) of the courses they have studied, and they can apply to retake the exam in the next round of this course. If the retake score is higher than the previous exam, the retake score may be recorded in the student score registration form.

Article 44 When students are unable to take the exam due to illness or other reasons, they must submit a written application to the teaching office of their college before the exam (the diagnosis certificate of the school hospital is required for sick leave), and the exam can be postponed only after approval. Students who study minor, double bachelor's degree and second major bachelor's degree should take the professional course examination if there is any conflict in the final exam, and the minor, double bachelor's degree and second major bachelor's degree courses are allowed to postpone the examination normally.

Forty-fifth postponed exams are not made separately, but should be conducted in the same class and volume as the next round of exams in this course, and the results will be evaluated according to the normal exams.

Forty-sixth students cheat in the exam, the exam results of this course are invalid, and the score is "0". Looking at its performance in the future, the college will decide whether to give it a chance to repeat.

Chapter 9 Transfer from major to school

Article 47 Changing majors must be handled under the principles of respecting students' wishes, unified planning by the Academic Affairs Office and open examination. Specifically, it shall be implemented according to the Detailed Rules for the Implementation of Undergraduate Major Change in Three Gorges University (Revised Draft).

Forty-eighth schools can adjust the majors of some students according to the reform of the employment system for graduates and the development and changes of the social demand for talents with the consent of students.

Forty-ninth students are not suitable for studying in our school because of geographical, physical or academic reasons. With the consent of parents, students can apply for transfer.

Article 50 It may not be transferred under any of the following circumstances:

(a) Freshmen who have been in school for less than one semester;

(2) From the next batch of schools to the last batch of schools;

(3) From junior college to undergraduate course;

(four) to determine the orientation of entrusted training when enrolling students;

(five) should be expelled from school;

(6) Without justifiable reasons.

Article 51 Procedures for students to apply for transfer:

(a) students transfer in this province, must be approved by the transfer, transfer school, Hubei provincial education administrative department to confirm the transfer reason is justified and approved.

(two) students want to transfer to other provinces, must be recommended by the transfer school, approved by the higher education authorities in the province (autonomous region or municipality directly under the central government) where the school is located, and send a letter to contact the proposed transfer school. After the consent of the transfer to the school, it shall be reported to the higher education authorities in the province (autonomous region or municipality directly under the Central Government) for approval, and a letter shall be sent to the higher education authorities in the transfer province (autonomous region or municipality directly under the Central Government) and the school, and a copy shall be sent to the public security department in the area where the school is located, so that students can transfer to other schools according to the regulations.

Chapter 10 Suspension and resumption of classes

Fifty-second students due to injury, illness or other reasons, the school hospital or designated hospital diagnosis, must stop treatment, rest for more than six weeks (including six weeks), should be suspended.

Fifty-third students who have studied in school for more than 1 academic year and need to suspend their studies for scientific and technological development, entrepreneurship or other reasons may apply for suspension.

Fifty-fourth for other reasons, I apply for suspension from school or the school thinks it necessary to suspend school.

Article 55 The date of suspension from school shall be counted from the date when the formalities are completed. Students' suspension from school is generally limited to one semester. If it is necessary to continue to suspend school after the approved semester, scholars should go through the formalities again, otherwise it will be handled according to the fourth paragraph of Article 66. The continuous suspension period shall not exceed 2 academic years.

Fifty-sixth issues related to students' suspension from school shall be handled in accordance with the following provisions:

(1) Students must provide proof of disease diagnosis when applying for suspension from school or due to illness. For other reasons, the guardian must sign a written consent, and fill in the Application Form for the Change of Student Status of Three Gorges University, and the college where he works will sign the opinion and the Academic Affairs Office will approve it.

(2) Students who drop out of school due to illness or other reasons should go home to recuperate. Medical expenses shall be handled according to the relevant regulations of the school.

(three) students do not enjoy the treatment of students during the period of suspension.

(four) students are not allowed to return to school during the period of suspension.

Fifty-seventh students apply to join the China People's Liberation Army (including the Chinese People's Armed Police Force), and the school will keep their student status until 1 year after retirement.

Fifty-eighth students who are suspended from school must go through the formalities of suspension in the relevant departments of the school within 10 working days after being allowed to suspend school. The academic affairs office will issue a certificate of suspension from school and must leave school on time.

Fifty-ninth dropouts should return to school in accordance with the following provisions:

(1) Upon the expiration of the suspension period, students should submit a written application to their school for resumption of school according to the specified date, and attach the political performance certificate and physical examination certificate issued by the neighborhood committee (villagers' committee) or unit during the suspension period, which can only be resumed after being reviewed by the college and approved by the Academic Affairs Office. Among them, when students who have dropped out of school due to illness apply for resumption of school, they must hold the certificate of disease treatment and rehabilitation provided by hospitals at or above the county level, and they can apply for resumption of school only after passing the re-examination by the school hospital or the designated hospital.

(two) students returning to school should be included in the original professional next grade, and pay the relevant fees according to the standard of returning to school grade.

Sixtieth students who have dropped out of school must complete all the courses stipulated in the professional credit system guiding talent training program and fail to complete them before graduation.

Chapter II XI Learning Duration, Learning Early Warning System, Learning Duration Extension and Dropout.

Sixty-first schools implement flexible study years, and the standard academic system for undergraduates is 4 years or 5 years (both of which are implemented according to the provisions of the talent training program guided by the credit system of this major). Students can shorten or extend the study period according to their own learning ability and learning conditions during their school days. The four-year undergraduate study cycle is 3-8 years, and the five-year undergraduate study cycle is 4-8 years.

Article 62 In order to urge students to study consciously and finish their studies seriously, the school implements an academic warning system, that is, those whose grades are less than 20 credits in the academic year; Or the cumulative academic performance in two academic years is less than 40 credits, or the cumulative academic performance in three academic years is less than 60 credits, or the cumulative academic performance in four academic years is less than 80 credits, or the cumulative academic performance in five academic years is less than 65,438+000 credits (five-year major), the college will issue an academic warning notice to students.

Sixty-third undergraduate students' study years in school shall not exceed 8 years (including extended study period and suspension years). Students in any of the following circumstances may apply for an extension of the study period:

(1) Failing to complete the credits stipulated in the talent training plan within the stipulated standard academic system time and failing to meet the standard of dropping out of school;

(two) the graduation project (thesis) failed;

(3) Students who apply for minor, double bachelor's degree or second professional bachelor's degree have not completed the corresponding talent training plan within the standard academic system;

(4) Those who take the initiative to slow down the learning process.

Sixty-fourth non-fresh graduates apply for extending the study period before the start of each semester; Fresh graduates apply for extension of study period at the end of each academic year, and the extension of study period is applied by semester. To apply for extending the study period, you need to fill in the Approval Form for Extending the Study Period of Three Gorges University, which will be implemented after being examined by the College and approved by the Academic Affairs Office.

Sixty-fifth to extend the study period (excluding the extension of the study period due to suspension from school), the corresponding fees shall be paid in accordance with the provisions on the extension of the study period.

Sixty-sixth students in any of the following circumstances during their study at school, the school will deal with their withdrawal:

(1) Having reached the academic warning standard for the second time during school;

(two) for whatever reason, the school study time exceeds the maximum study period (including suspension, extension of study period, etc.). );

(3) Persons diagnosed by the hospital designated by the school and unable to continue studying at school due to illness or accidental disability;

(four) after the expiration of the suspension period, the applicant fails to apply for resumption of school or fails to pass the review within the time specified by the school;

(5) Failing to register within the time limit prescribed by the school without justifiable reasons;

(six) did not leave school for two consecutive weeks and did not participate in the teaching activities stipulated by the school;

(7) I apply for withdrawal;

(eight) for other reasons can not adhere to the normal learners.

Quitting school according to the above regulations is not a punishment for students.

Article 67 A student's suspension from school must be signed by the college, reviewed by the Academic Affairs Office, and reported to the Dean's Conference for study and decision.

Sixty-eighth matters related to the withdrawal of students shall be handled in accordance with the following provisions:

(a) the school issued a decision to drop out of school and sent it to the students themselves, and reported to the Provincial Department of Education for the record.

(two) the files and accounts of students who have dropped out of school should be returned to their family domicile.

(three) due to illness or disability, the guardian is responsible for bringing it back.

(four) students who have dropped out of school should go through the formalities of dropping out of school within 10 working days after receiving the notice of dropping out of school. Students who have applied for loans must repay the loans according to relevant regulations.

(five) the school is not responsible for solving the problem of placement after students drop out of school.

Sixty-ninth students who have objections to the handling of dropping out of school can submit written complaints to the school student complaint handling Committee within 5 working days after receiving the notice of dropping out of school, and deal with them in accordance with the Interim Provisions on Handling Student Complaints of Three Gorges University.

Chapter XII Graduation, Graduation and Illegality

Article 70 Students who have the status of our school, are qualified in moral education and physical education, have completed all kinds of courses stipulated in the training plan for guiding talents of credit system-related majors within the time limit allowed by these regulations, and have obtained all kinds of credits and total credits, which meet the basic requirements of graduates, and are allowed to graduate, and the school will issue graduation certificates. Undergraduate students can apply for a bachelor's degree according to the conditions stipulated in the Detailed Rules for the Implementation of the Provisions of Three Gorges University on Granting Bachelor's Degrees to Undergraduate Graduates of Ordinary Colleges and Universities.

Article 71 Students who have obtained the graduation qualification 1 year in advance within the standard academic system may go through the graduation formalities in advance.

Article 72 If a student has completed the relevant courses specified in the teaching plan of minor major and passed the examination results and obtained the graduation certificate of the first major, he will be issued a minor major certificate and recorded in the student status file for the reference of the employer.

Article 73 Those who have completed the courses specified in the professional teaching plan of double bachelor's degree and second professional bachelor's degree and obtained the first professional bachelor's degree meet the conditions for awarding the bachelor's degree of China Three Gorges University shall be awarded the double bachelor's degree or second professional bachelor's degree of China Three Gorges University and recorded in the student status file for the reference of the employer.

Article 74 Students who have completed the contents specified in the teaching plan within the specified maximum study period and failed to meet the graduation requirements are allowed to complete their studies, and the school will issue a certificate of completion.

After leaving school 1 year, the graduates apply to the school to re-take failed courses or make up failed practical teaching links, and renew their graduation certificates after passing the examination. Applications will not be accepted after the deadline.

Seventy-fifth students who must drop out of school according to the provisions of Article 66 of these Rules, who have studied for more than one academic year, will be issued an associate degree certificate by the school; Those who have studied for less than one academic year and are expelled from the school will be issued with a learning certificate.

Seventy-sixth schools fill in and issue academic certificates and degree certificates in strict accordance with the types of running schools and learning forms determined at the time of enrollment.

Seventy-seventh schools implement the electronic registration management system of higher education academic certificates, and report the graduation (completion) certificate issuance information to the Hubei Provincial Department of Education in a timely manner according to regulations.

Seventy-eighth schools shall not issue academic certificates and degree certificates to those who violate the national enrollment regulations; The academic certificates and degree certificates that have been issued shall be recovered by the school and reported to the provincial education administrative department to declare the certificates invalid.

Seventy-ninth graduation certificate, diploma, degree certificate is lost or damaged. Upon my application, I consulted the relevant files in the school archives, and issued corresponding certificates after verification by the Academic Affairs Office. This certificate has the same effect as the original certificate.

Chapter XIII Supplementary Provisions

Article 80 These Provisions shall come into force as of the date of promulgation. The original Detailed Rules for the Implementation of the Credit System for Undergraduate Education in Three Gorges University (Trial) (No.25 [2002] of Three Gorges University) shall be abolished at the same time.

Article 81 The Academic Affairs Office shall be responsible for the interpretation of these Provisions.
