On June 29th, 2007, People's Republic of China (PRC), on behalf of the Ministry of Commerce, and Council of Europe, on behalf of Europe, signed the financial agreement 2006/0 18-029 and its annex 1 General Provisions and annex 2 "Technology and Management of Core Projects". The agreement defines the basic structure, cooperation mode and mission of China-Europe Law School. According to the agreement, the undertaker of the China-Europe Law School project must be determined through bidding.
In April 2007, China University of Political Science and Law established the "Leading Group for the Preparatory Work of China-Europe Law School", with President Xu Xianming as the leader and convener. Members are: (China People's Political Consultative Conference, Standing Committee of Social and Legal Committee of China People's Political Consultative Conference, former Minister of Justice) Zhang, (Party Secretary of China University of Political Science and Law) Professor Shi Yajun, (Vice President of China University of Political Science and Law) Professor Zhang, (Vice President of China University of Political Science and Law) Researcher Zhang, (China University of Political Science and Law). The preparatory work leading group authorizes Professor Fang to be responsible for the daily affairs of the preparatory work group, including participating in project bidding, external coordination, and applying for Chinese-foreign cooperation in running schools.
On April 5, 2007, President Xu Xianming, Vice President and Professor met with Dr. Luethje, former President of Hamburg University, Professor Trutt, Dean of Law School of Hamburg University, and Professor Hinrich Julius, German technical cooperation company.
On April 7th, 2007, President Xu Xianming and Vice President Zhang Baosheng of China University of Political Science and Law held talks with Professor Zhu Suli (Dean of Law School of Peking University) and Professor Wang Liming (Executive Vice President of China Renmin University and Dean of Law School) respectively, expressing their willingness to jointly apply for the China-Europe Law School project. President Xu Xianming said that the starting point of China-Europe Law School is cooperation. Without cooperation, it is impossible to even take the first step. The China-Europe Law School Project is an open platform for foreign cooperation and exchange in China's law education field. No matter which university wins the bid, China University of Political Science and Law will be happy to see it succeed. If China University of Political Science and Law wins the bid, we look forward to the participation of brother universities.
On April 28th, 2007, Council of Europe published the Bidding Guide for the Project Funding Application of China-Europe Law School (EuropeaID/125527/L/ACT/CN). According to the bidding guide, one or more universities in China and European universities representing different legal traditions form a team. One of the European universities, as the "beneficiary", bid for Council of Europe on behalf of all the members of the team, and at the same time receive funding from Council of Europe on behalf of all the members of the team. The deadline for bidding is September 2007.
On May 18, 2007, representatives from China University of Political Science and Law and Renmin University of China attended the information conference held at the EU delegation in China, Council of Europe. Representatives of China University of Political Science and Law are: Professor Fang, Professor Yue Liling, Professor and Dr Qi Hong. Professor You Hanlin, a German technical cooperation company, also attended the meeting.
On May 2, 2007, KLOC-0, the National Prosecutor College sent a written reply to China University of Political Science and Law, indicating that it agreed to participate in the bidding team of China University of Political Science and Law.
At the beginning of June 2007, Tsinghua University made it clear that he was willing to participate in the bidding team of China University of Political Science and Law.
On June 13, 2007, Xu Xianming, President of China University of Political Science and Law, presided over a special meeting of China University of Political Science and Law on bidding for the project of China-Europe Law School. The meeting determined the basic conditions for China University of Political Science and Law to participate in the bidding, including the establishment of China-Europe Law School in Changping Campus of China University of Political Science and Law, and the use of Farming Building and part of the international exchange center as teaching and office space.
On August 65438+May, 2007, Vice President Zhu Yong of China University of Political Science and Law held talks with President Huai Xiaofeng of National Judges College on the project cooperation of China-Europe Law School. On behalf of National Judges College, Dean Huai Xiaofeng agreed to participate in the bidding team of China University of Political Science and Law.
On June 65438+1October 1 1 day, 2007, the European Union formed a project evaluation mission and made a field trip to Changping Campus of China University of Political Science and Law. President Xu Xianming introduced the history, teaching facilities, teaching staff and surrounding environment of China University of Political Science and Law to the EU assessment team, and answered the questions raised by the EU assessment team. The EU delegation visited the library, international exchange center, laboratory and Farming Building of China University of Political Science and Law. On June 28th, 2007, Premier Wen Jiabao of the State Council attended the 4th China-EU Business Summit and delivered an important speech. He said, "We expect that the soon-to-be-established China-Europe Law School will train a large number of legal talents who are proficient in Chinese and Western". Premier Wen Jiabao officially announced the launch of the China-Europe Law School project on behalf of the China Municipal Government.
On September 19, 2008, China University of Political Science and Law received the approval from the Ministry of Education to establish China-Europe Law School in China University of Political Science and Law, and started the enrollment work on the same day. The Ministry of Education's Reply on Agreeing to Establish the China-Europe Law School of China University of Political Science and Law pointed out that China-Europe Law School of China University of Political Science and Law was approved. The "Chinese and foreign cooperators" of CEIBS Law School are China University of Political Science and Law and Hamburg University. CEIBS Law School "mainly implements the education of Master of Laws in China and Master of Laws in Europe, and can carry out the postgraduate education of Doctor of Laws in China in due course." (Comprehensive Letter for Teaching Foreign Students [2008] No.69). China-Europe Law Journal was founded by China-Europe Law School to discuss legal issues related to China and Europe and report the latest legal development in China. The magazine pays special attention to the latest legislation, case law and the development of China-EU relations.
China-Europe Law Series was founded by China-Europe Law School. The decision-making body of CEIBS Law School is the "Joint Management Committee", which is composed of 10 members. Mr. Zhang, former Minister of Justice of China, served as President of China, and Professor Hinrich Julius, representative of Hamburg University, served as President of Europe. The daily work of China-Europe Law School is the responsibility of the co-dean, who is appointed by the joint management committee. Professor Liu Fei, President of China, Professor Amin Hajj, President of Europe, and Dr Clemens Richter, Executive President of Europe are responsible for the operation of China-Europe Law School. The President of Europe exercises all powers on behalf of the President of Europe.
China Europe Law School has an advisory committee. Chinese consultants include: Mr. Xiao Yang, former president and chief justice of the Supreme People's Court; Mr. Jia, former procurator-general and procurator-general of the Supreme People's Procuratorate; and Mr. Jia, a senior professor and famous civil jurist of the Institute of Law of Chinese Academy of Social Sciences. Foreign consultants include: Mr. Serge Abou, former ambassador of the EU delegation to China; Judge Jill carlos rodriguez iglesias, former President of the European Court of Justice; And professor Rolf D. Cremer of China Europe International Business School. China Europe Law School specializes in postgraduate education in law, and its related projects include:
(1) Master of Laws/Master of Laws from China University of Political Science and Law and "Master of Europe-International Law" from Hamburg University (double master), with a duration of three years;
(2) "Master of European-International Law" (single item), studying for one year;
(3) The course "China Method in English Teaching" lasts for one semester;
(4) Doctor of Law, China University of Political Science and Law, studying for three years.
The graduates of China Europe Law School are EU lawyers in China: the students have obtained the Master of Laws/Master of Laws in China and the Master of Laws in Europe-International. They are taught in English by European professors and study in a diversified and international environment. Therefore, graduates have a good understanding of China law and European international law, and have a good level of legal English. Many students went to Europe to attend the summer school or exchange in China-Europe Law School.
After three years of advanced legal training with international competitiveness, graduates have acquired many skills, perseverance and ability to be competent for the future challenges in the domestic and international advanced legal field.
