The party group is an integral part of the party branch, not the first-level organization of the party. A few party branches in party member may not divide into party groups.

Generally speaking, it should be decided according to the number of people in party member, the needs of work and the distribution of party member. In order to play the role of the party group, it should be as consistent as possible with administrative, production and teaching organizations, such as government departments, workshops in factories, classes or teaching and research offices in schools.

The number of party members is not less than 3. Those with less than three people can be co-edited in administrative, production and teaching organizations with party groups in party member, few in party member, similar in nature and convenient in contact. Some branches have a small number of people in party member, and party member has concentrated posts and convenient activities, so there is no need to form a party group.
