1923, on the eve of Cao Kun's bribery election of the president, Northwest University was officially approved by the Beiyang military government. Later, Shaanxi Law School, Shaanxi Water Conservancy Engineering School, Weibei Water Conservancy Bureau's Water Conservancy Road Engineering School and Grade A Commercial School were merged.
