5. System generally refers to the procedure or code of conduct that everyone is required to abide by, and also refers to laws, customs and other norms or certain norms formed under certain historical conditions. Different industries, different departments and different posts all have specific working principles, with the aim of making all the work achieve the expected goals as planned.
6. Institution, or organizational system, is a concept in social science. From the perspective of social science, system generally refers to the social structure that regulates individual behavior through rules or operating methods. These rules contain social values, and their operation praises the order of a society. The concept of organizational system is widely used in sociology, politics and economics.
7. Institution is a kind of existence that people purposefully construct. The existence of the organizational system will be judged in value, thus standardizing and influencing the behavior of people in the organizational system. For example, if we regard the electoral system as an organizational system and different places have different electoral systems and rules, institutionalists will explain that this is the result of different understanding of electoral values in different societies. If a society thinks that multiple voices should be expressed, which is more important than other values such as ruling efficiency, then the electoral system will tend to be set to be conducive to the expression of multiple voices (such as representative system), and multiple parties can be elected with the support of corresponding public opinion.
