From 65438 to 0877, North Carolina began to subsidize other higher education institutions. Gradually, the state added five black universities and one university to train Indians. Other universities have been established to train public education teachers and performing arts talents.

During the Great Depression, the North Carolina Legislative Council looked for ways to cut expenses within the state government.
