In order to implement the strategy of strengthening the school with talents, promote the implementation of the Twelfth Five-Year Plan, promote discipline construction and personnel training, and do a good job in the selection and management of trainers going abroad, these Interim Measures are formulated.
I. Guiding principles
Guiding principles for selecting trainers from abroad;
1, on-demand scheduling, overall arrangement. According to the requirements of discipline construction and the overall development of the school, arrange personnel to go abroad for training in a planned way.
2. Highlight key points and select the best candidates. On the basis of openness, fairness and justice, personnel with outstanding achievements in teaching and scientific research and potential for development are selected to go abroad for training, and priority is given to the selection of personnel in key and short-term disciplines of various majors and academic and technical leaders, reserve candidates for academic and technical leaders, top-notch young talents, young and middle-aged academic backbones, foreign students teachers and bilingual teachers.
3, strengthen management, consistent learning and application. Implement the management mode of "signing and dispatching with clear responsibilities" for dispatched personnel, and actively create a good environment and conditions to ensure that international students can give full play to what they have learned and contribute to the development and construction of the school.
Two. Category of China (Overseas) Trainees
According to the different ways of sending and funding, it is divided into the following categories:
1. Public officials sent by the state: selected by the state, including overseas students funded by the National Fund for Studying Abroad or trainees funded by intergovernmental agreements.
2. Public personnel of the unit: the school sends overseas trainers, including: overseas teachers and reserve teachers selected by the school to go abroad for training through inter-school cooperation channels; Teachers who undertake foreign students' teaching or bilingual teaching in schools shall be selected by schools to go abroad for language training or professional training; The school organizes personnel to go to overseas universities and scientific research institutions for further study and investigation; Other personnel sent by the school.
3. Self-funded public personnel: those who are dispatched with the consent of the school and go abroad for training at their own expense. Including those who have obtained scholarships from foreign universities and scientific research institutions by themselves or through personal contacts and have gone abroad to participate in academic exchanges and training.
Third, the selection plan formulation
1. The school makes a selection plan according to the needs of the construction of teaching staff and the development of disciplines. Encourage teachers to actively strive for projects selected by the state or independently contact foreign receiving units to study abroad.
2. Schools and units will actively create conditions, broaden training channels, strengthen foreign language training, and do a good job in selection and delivery. All units should combine the discipline construction and personnel training plan, do a good job in the annual training plan and corresponding work arrangements for overseas personnel, and assist in the selection and management of personnel.
Four, the state and units open selection conditions
1, loves the motherland, is in good health, has good ideological and political quality, high academic level and professional ability, and has the dedication and sense of responsibility to serve the development and construction of the school.
2. Qualified in the annual assessment. Those who have passed the exam in the past three years can be recommended first.
3, with the corresponding academic level and professional quality, the professional field of application for training is related to the job and job requirements, and it is the teaching and research backbone or training object of this unit.
4. Have a good foreign language level, be proficient in the language of the sending country, and have basic listening, speaking, reading and writing skills. Public officials of the state and units must meet the foreign language proficiency requirements of receiving institutions outside the country (territory) or meet the relevant national standards.
5, in line with the specific requirements of project selection or dispatch.
Five, at their own expense public election personnel selection conditions
The scheduling conditions shall be implemented with reference to the standards issued by the state and units. Those who have been training outside the applicant country (territory) for more than 6 months (inclusive) must work in the school for two years, and the period is generally not more than one year (except those who are studying for a degree).
Examination and approval procedure of intransitive verbs
1, national public official: an individual applies for and fills in the Application Form for Training Abroad in Anhui Medical University, which is recommended by the unit according to the applicant's actual performance and work arrangement and submitted to the personnel department, and then submitted to the school for approval after being audited by the school personnel department.
2. Public personnel of the unit: selected by the school. Individuals apply to fill in the Application Form for Training Abroad of Anhui Medical University. Recommended by the unit according to the needs of discipline construction and personnel training, reported to the personnel department, the personnel department in conjunction with the relevant departments after the audit report to the school for approval.
3. Self-funded public personnel: after receiving the invitation letter from the other party, the receiving unit outside the individual contact country (territory) applies to the unit two months in advance, fills in the Application Form for Training Abroad of Anhui Medical University, and reports it to the school for approval after being approved by the unit and audited by the school personnel department.
4. The procedures for sending personnel abroad (border) shall be handled in accordance with the Regulations on the Administration of Off-campus Affairs Abroad (border).
Seven, the country (territory) training personnel management
1, signed a training agreement. According to the relevant provisions of the state, national public officials should sign a dispatch agreement and a school training agreement. If they have been training at their own expense for more than 6 months, they should sign a training agreement with the school.
2. Pay the deposit. If the training time is less than 3 months (inclusive), the deposit is exempted, and if the training time is more than 3 months, it shall be implemented with reference to the national standard of deposit payment for overseas personnel. The deposit must be paid to the financial department of the school in cash, and may not be mortgaged by scientific research funds or other funds. The deposit will be refunded after the international students return to work on schedule. If you don't return to school on time, the deposit will not be refunded to the school.
3. Those who have been training continuously outside the country (territory) 1 year or more should generally work for more than 3 years after returning to China before applying for training for more than 6 months (inclusive). If they are required to go abroad before the deadline expires, they will go abroad to study without pay.
4. Trainers should always keep in touch with schools and departments, and inform the school personnel department and its subordinate departments of the contact information and mailing address within 10 days after arriving at the destination.
5. Trainers should complete their study and work tasks as planned and return to school on time. Do not change the time limit and learning content without authorization. If an extension is really necessary, I shall submit a written application to my unit two months before the expiration, explaining the reasons for the extension, and report it to the personnel department for approval after the consent of my unit. The application for extension is limited to one time, and the longest extension shall not exceed one year. Without the consent of the school, those who fail to return to work on schedule for three months (inclusive) and leave their jobs without pay will be treated as automatic resignation, and the school reserves the right to investigate the liability for breach of contract.
6. One week before leaving school, students should inform their unit of the date and destination of leaving school, and go through the formalities of leaving school at the personnel department, otherwise it will be treated as automatic resignation.
7. Those who leave school and go abroad without the consent of the school shall be dealt with according to relevant regulations.
8. Trainers should report to the Personnel Department within one week after returning home. The time for returning to school shall be counted from the date of registration, and a written report shall be submitted, reporting academic achievements such as learning and publishing papers, which will be used as one of the basis for future assessment, promotion and employment.
9. After the students return to work, schools and departments should strengthen the tracking, evaluation and support of their training effects, actively create a good environment and platform, and promote teachers to learn something useful.
Eight, the country (territory) training personnel treatment
1.3 months (inclusive) training time outside the country (territory) will be paid as usual, and training for more than 3 months will be left without pay.
2. The starting salary and treatment substitution standard for unpaid personnel.
The wages and benefits of overseas students sent by the state and units will not be affected within the approved period, and they will be reissued once they return to school. The provident fund paid by the school according to the policy is reissued in cash, and the post performance allowance is paid according to the actual performance.
Self-funded public officials (trained for more than 3 months) will not be paid after returning to work on schedule. The provident fund paid by the school according to the policy is returned in cash (within the approved period), and the post performance allowance is paid according to the actual performance.
The staff who return to school on schedule will resume their salary relationship according to the regulations from the time of reporting.
3. The unit sends personnel to reimburse related expenses. (1) Living allowance. If the school agrees to give a living allowance, it will be implemented according to the national scholarship standards for overseas students during the training period. Those who have applied for scholarships or living allowances will not be reissued if they are higher than the national scholarship standards for overseas students, and some schools will make up for them. (2) Training fees and travel expenses. The training fee is reimbursed according to the actual expenses, the travel expenses are reimbursed according to two round-trip international economy class air tickets each year, and one round-trip air ticket is reimbursed within half a year (inclusive). (3) During the training period, the expenses incurred by individuals to carry out scientific research cooperation projects outside the country (territory) shall be paid by individual scientific research funds.
4. Training fees, insurance premiums, living expenses, travel expenses, etc. The expenses of those who go abroad at their own expense shall be borne by individuals.
5. Foreign language training. Those who are admitted by the state-sponsored overseas students and need to attend the foreign language training arranged by the Overseas Study Fund Committee and pass the training can be reimbursed for training fees and examination fees. The school will give a one-time reward of 2000 yuan to those who take the foreign language examination independently and reach the qualification of studying abroad.
6. The appointment of professional and technical positions of trainers shall be carried out according to the relevant documents of the school.
7, the school selected to go abroad (border) to study for a degree of reserve teachers, their treatment according to the signed agreement.

X. Responsibilities of trainers outside China (territory)
1. During the training period, the training plan should be carefully completed; And make effective use of foreign academic resources to reserve and accumulate resources for teaching, scientific research and discipline construction after returning home; Establish and develop cooperation and exchange relations with overseas universities and scientific research institutions for the school; Actively contact and recommend overseas talents and experts for the school.
2. After returning home, I will serve the school, earnestly fulfill the service period and objectives and tasks stipulated in the agreement, and play a key role in teaching, scientific research and discipline construction.
3. Actively undertake the teaching of foreign students and bilingual teaching in schools.
Eleven, the measures shall be implemented as of the date of promulgation, and the Ministry of personnel shall be responsible for the interpretation. The overseas training of affiliated hospital personnel can be implemented with reference to these regulations, and the funds shall be borne by the affiliated hospital. If the original training agreement has been signed, it shall be handled according to the agreement. If it is inconsistent with these measures, these provisions shall prevail.
