Chen, a native of Nantong, Jiangsu Province, is a Ph.D. student at Wharton Business School and a professor at Washington State University. 1985 graduated from Shanghai jiaotong university with a bachelor's degree from the department of ship structure and ocean engineering and the department of electronic engineering. 1987 obtained a master's degree from the Department of Systems Engineering, School of Engineering and Applied Science, University of Pennsylvania, USA. 1990 12 received his Ph.D. from the Department of Operations and Information Management of Wharton Business School, and studied under Dr. Huck, Dean of Wharton Business School.

Professor Chen has been engaged in management science and operational research for a long time.
