Article 1 In order to encourage poor students in our school to study hard, work hard, make progress and develop morally, intellectually, physically and aesthetically in an all-round way, these provisions are formulated according to the spirit of the Interim Measures for the Administration of National Inspirational Scholarships for Ordinary Undergraduate Colleges and Higher Vocational Schools (No.9 [2007] of Finance and Education) and the reality of our school.

Article 2 The National Inspirational Scholarship is funded by the central government and is used to reward full-time college students above grade two (including grade two) with financial difficulties. The reward standard is 5000 yuan per student per year, which will be distributed to students at one time by the school and recorded in the student status file.

Article 3 The school shall set up a national inspirational scholarship evaluation committee to be responsible for the recommendation and application of scholarships. The accreditation committee has an office located in the Student Affairs Office, which is responsible for daily work. The school audit committee consists of school leaders in charge of students' work and leaders of the principal's office of the party committee, the propaganda department of the party committee, the school supervision office, the academic affairs office, the planning and finance office, the student affairs office, the audit bureau, the school youth league committee and other departments.

Each college (department) set up a national inspirational scholarship evaluation team, which is responsible for the initial evaluation and distribution of national inspirational scholarships for students of this college (department).

Article 4 The basic application conditions for national inspirational scholarships are:

1. Love the socialist motherland and support the leadership of the China * * * production party;

2. Abide by the Constitution and laws, and abide by school rules and regulations;

3. Honesty and trustworthiness, excellent moral quality;

4. During the school period, the academic performance ranked in the top 30% of the class, and the comprehensive evaluation score ranked in the top 50% of the class;

5. The family has financial difficulties and lives frugally.

Article 5 Each college (department) may formulate corresponding implementation rules according to the basic conditions of the national inspirational scholarship, and the selection indicators mainly include students' ideological and moral character, study situation, family economic situation, compliance with school rules and discipline, etc.

Article 6 The national inspirational scholarship shall be applied and evaluated according to the academic year, and shall be evaluated once every academic year with equal evaluation. The school begins to accept applications in September every year, 10 and 3 1 before reporting. The evaluation work adheres to the principles of fairness, openness and impartiality.

Article 7 Students who apply for national inspirational scholarships can apply for and receive national bursaries at the same time, but they may not enjoy national scholarships at the same time.

Article 8 The evaluation procedures for national inspirational scholarships are as follows:

1. I apply. Students apply to the college (department), fill in the Application Form for National Inspirational Scholarship, and provide relevant supporting materials.

2. Class democratic appraisal, determine the recommended list. After the applicant briefly introduces his basic situation and makes a credit commitment; Organize the whole class to conduct democratic appraisal. Class democratic appraisal should be based on the premise that the number of participants is not less than 4/5 of the class and the students who participate in the appraisal agree12 or more. For individuals with special reasons, it is not convenient to introduce them at the democratic appraisal meeting, but they can directly explain the situation to the appraisal group of the hospital (department), which will be approved by the appraisal group of the hospital (department).

3. The hospital (department) evaluation team first trial. The college (department) review team will review the recommended results of the class. Those who meet the selection conditions after review will be publicized for three days, and those who raise objections during the publicity period will be reviewed. If there is no objection or objection at the expiration of the publicity period, the preliminary examination list and application form will be reported to the school review Committee for review.

4. The school review committee approved this proposal. According to the preliminary examination results of each college (department), the school review committee conducts comprehensive evaluation and decides the recommended list. Make a public announcement five days before the report, and report those who have no objection to the publicity.

5. Approved by the Ministry of Education. The Ministry of Education replies and publishes the list of award-winning students before 1 1.05 every year.

Article 9 National inspirational scholarships shall be earmarked for special purposes, and no one may intercept, misappropriate or occupy them.

Tenth one of the following acts, cancel the qualification of scholarship evaluation, and report to the higher authorities for approval.

1. informed criticism or disciplinary action;

2. Cheating in the course exam;

3. Failing compulsory courses;

4. Renting a house outside without permission;

5. Regular customers and overnight surfers who operate Internet cafes;

6. The actual monthly consumption is obviously high or there are bad consumption habits;

7. Poor sense of integrity;

8. There are other violations of school discipline;

9. People who practise fraud in the process of applying for scholarships.
