The earliest "appearance" came from Hondō Hidemi's phone call to the FBI after he returned to the organization. Hondō Hidemi mentioned that the organization sent powerful detectives to find Shirley. The detective may be a senior figure in the organization, but even Hondō Hidemi has never heard of him. His code name is Bourbon (a strong American whisky).
