1. Fengtian University Hall was founded in November of the 27th year of Guangxu (190 1). Although Emperor Guangxu, who advocated political reform at this time, was no longer free, the policy of building a new school promoted by "political reform" did not change. General Zeng Qi of Shengjing used Gong Yi Temple, Zuogong Temple and Sanxian Temple outside Xicheng Gate as temporary school buildings, and later converted the old barracks in Xiaodongmen into new school buildings.

As an institution of higher learning, the University Hall has certain requirements for students, and conducts strict screening to select advanced individuals, such as Juren, Martial Arts, Guo Jian students and advanced students, and selects them according to the ratio of two to one. In that year, 200 students were enrolled and more than 500 candidates were registered. Although it is a newly established school, the annual fund of 52 thousand silver is enough to make this university a good school. The school offers Chinese, English, Manchu, history, geography, philosophers, mathematics, gymnastics and other courses. Besides domestic teachers, there are also foreign teachers.

3. Fengtian University has a strong faculty. General managers Sun Baihu and Tan are both scholars. Tu Youyou, who is the chief teacher, is also a scholar, and Jishi Shu of the Hanlin Academy has also served as a formal teacher of Shi Jing University. Rong Wenda and Liu Chunlang, among the "three gifted scholars in Liaodong" who were alive at that time, also served as chief teachers respectively. It can be seen that Fengtian University Hall was the first university in Northeast China at that time.

4. In the 29th year of Guangxu, Fengtian University Hall was changed to Shengjing Provincial School. Subsequently, the Russo-Japanese War broke out. In the 30th year of Guangxu (1904), the school was occupied by the Russians and closed, and closed in June of the same year.

5. Fengtian University Hall has not existed for a long time, but it also has a group of outstanding graduates. It records the famous Northeast General Wang Shuchang. His academic performance in Fengtian University Hall was excellent, and he was appreciated by Xu Shichang, the governor of the three northeastern provinces. He was sent to study in Japan, entered the eighth division of the China Cadet Team of the Japanese Army NCO School, and then entered the military field.
