Article 2 The independent innovation research fund comes from the special fund for basic scientific research business expenses of central universities set up by the central finance, which is mainly used to support outstanding young teachers and students with strong scientific research potential in our school to carry out innovative scientific research work with independent topics. To this end, all units should combine the school discipline development layout, personnel training and scientific and technological development planning to promote the training of young scientific and technological backbones and teams from a high starting point; Focus on supporting basic research with rich scientific research accumulation and great development potential, which can significantly improve the sustainable development ability of disciplines; Actively encourage young teachers to carry out forward-looking and interdisciplinary basic research.
Chapter II Organizational Structure
Article 3 A school shall set up an independent innovation research fund management committee, the director of which shall be concurrently the head of the school, and the members shall be the heads of the Institute of Science and Technology Development, the Graduate School (to be established), the Finance Department, the Personnel Department, the Academic Affairs Department, the Youth League Committee and the International Exchange and Cooperation Department. The Management Committee is responsible for the organization and management of independent innovation research funds, and its office is located in the Institute of Science and Technology Development. Academic committees of universities provide academic guidance, supervision and support for the organization and implementation of independent innovation research funds.
Article 4 The school shall set up an evaluation team composed of academicians, members of academic committees, well-known professors, business backbones and teachers' representatives to be responsible for evaluating the declared projects. When necessary, hire experts from outside the school to participate in the evaluation team.
Article 5 Relevant secondary units (or professional disciplines) shall set up an independent innovation research fund management steering group composed of well-known professors and academic backbones, which shall be responsible for the preliminary examination of project application materials and conclusion materials and the evaluation of project achievements of young teachers and students in their own units or disciplines.
Chapter III Funding Objects and Project Settings
Article 6 Basic requirements of the applicant: The independent innovation research fund is mainly for young teachers, undergraduates and graduate students in our school.
Young teachers: formal in-service and on-the-job teachers in our school, with academic accumulation and necessary basic scientific research conditions related to the project research content, and no academic behavior records. The general support object should be under 40 years old. The age for doctors (postdocs) who graduated from famous foreign universities (scientific research institutions) to work as full-time teachers can be relaxed to 45 years old.
Undergraduate and graduate students: good political performance, excellent academic performance, especially keen on innovative research, able to concentrate on research and show good scientific literacy.
Article 7 The independent innovation research fund of our school shall set up the following six types of projects, namely:
1. Innovative research projects in basic disciplines and humanities and social sciences;
2. Major research plans and interdisciplinary innovative research projects;
3. Innovative team training and construction projects;
4. Start-up funds for new teachers' scientific research;
5. Innovative research projects of students in school;
6. International (regional) cooperative research and exchange projects.
Eighth basic disciplines and humanities and social sciences innovation research projects by the applicant according to the frontier of discipline development, concise out important scientific issues, put forward research topics. This kind of project aims to stimulate original innovation through free topic selection, consolidate the discipline foundation and strengthen the supporting role of basic disciplines to applied disciplines. Young teachers in basic disciplines and humanities and social sciences can declare such projects after 1 year (inclusive).
Ninth major research projects and interdisciplinary innovative research projects require applicants to have a deep research foundation, put forward innovative, forward-looking and challenging research topics from a high starting point, and encourage interdisciplinary research. This kind of project supports the pre-incubation research work of major national research tasks; Support interdisciplinary or pioneering work that can promote the creation of emerging disciplines; Support other prospective basic research and applied basic research. Young teachers who have worked for more than two years (inclusive) can apply for such projects.
Article 10 Innovative teams cultivate scientific and technological innovation teams with good foundation, clear direction, important national and local scientific research plans and young teachers as the main body, cultivate and promote a group of scientific research teams to become provincial and ministerial-level innovative teams and innovative groups of the National Natural Science Foundation as soon as possible, and make a group of outstanding young scientific and technological backbones grow into high-level outstanding scientific and technological talents.
Eleventh new teachers' research start-up funds are used to support the newly introduced doctoral (postdoctoral) personnel in colleges and universities to carry out independent research activities. Doctoral (postdoctoral) graduates from domestic universities (research institutions) who come to teach in our school can apply for this fund project, and new doctoral (postdoctoral) teachers introduced from famous overseas universities or research institutions can get this fund project first.
Twelfth innovative research projects for students in schools are used to support the cultivation of hundreds of excellent doctoral dissertations in China, and to support graduate students and undergraduates to carry out exploratory and challenging innovative research activities and international academic exchanges. Excellent doctoral thesis training program is mainly aimed at graduate students, students with good doctoral study foundation and some first-year doctoral students with outstanding ability. Innovative research projects for graduate students and undergraduates are mainly aimed at the second and third grades of undergraduate students and the first and second grades of graduate students.
Thirteenth overseas cooperative research and exchange programs are used to cultivate the international awareness of young teachers in our school and support them to carry out cutting-edge high-level academic research and exchanges with well-known foreign universities and institutions. Through the funding of this project, the two sides can establish substantive cooperative relations, declare and undertake key (major) international cooperation projects, and hold international academic activities, so that some young teachers can make their mark in the international academic circles as soon as possible. Young teachers with the foundation of international cooperation can get the funding of this project first.
Chapter IV Application and Examination
Fourteenth independent innovation research fund projects accepted once a year. Applicants must fill in the Application Form for Independent Innovation Research Fund Project of Wuhan University of Technology carefully, and after being recommended and signed by the institute (department or institute), the unit to which they belong shall submit it to the Project Management Department within the prescribed acceptance period.
Fifteenth the applicant shall be the actual host of the project, and each applicant shall not apply for or undertake two or more independent innovation research fund projects at the same time.
Sixteenth project management departments shall, in accordance with the principles of "relying on experts, scientific evaluation, preferential support, fairness and rationality", organize experts to review the project and put forward suggestions for funding the project. After the funding plan is approved by the expert review group and the Management Committee, it will be publicized in the school and issued after being approved by the school leader.
Seventeenth in order to ensure the fairness of the bid evaluation work, bid evaluation experts should avoid the bid evaluation of projects with their own interests. Experts and staff involved in the review shall keep confidential the information and contents of the relevant project review, and effectively protect the rights of the applicants and reviewers.
Eighteenth school independent innovation research fund project management department will establish a project library, and report the project funding to the higher authorities for the record as required.
Chapter V Funds and Management
Article 19 The amount of each part of the independent innovation research fund shall be proposed by the Institute of Science and Technology Development according to the financial allocation in the current year and the performance evaluation results of the fund implementation in our school in the previous year, and shall be implemented after being reviewed by the fund management committee and approved by the president's office meeting.
Twentieth projects implement strict budget management and project management. The person in charge of the approved project shall fill in the independent innovation research fund project plan of Wuhan University of Technology within 0/5 days from the date of receiving the funding notice, and report it to the management department after being audited by the institute (department or institute). If it is not reported within the time limit, it will be given up automatically.
Twenty-first project leaders should be responsible for the rationality and effectiveness of the use of funds and the implementation of the project. The legal representative of the school (or its client) and the person in charge of the project shall sign the project plan and implement the tracking system.
Article 22 The expenditure scope of the independent innovation research fund mainly includes: equipment fees, materials fees, testing and processing fees, travel expenses, conference fees, international cooperation and exchange fees, publishing/literature/information dissemination/intellectual property affairs fees, labor fees, expert consultation fees, etc.
Twenty-third independent innovation research expenditure standards in strict accordance with the provisions of the state on the management of science and technology funds. The independent innovation research fund shall not be used to pay the wages, bonuses, subsidies and welfare expenses of wage earners, purchase large-scale instruments and equipment, share the management and operation funds of the school, or pay fines, donations, sponsorship, investment, etc.
Twenty-fourth young teachers and students who undertake independent innovation research fund projects should make reasonable arrangements for the use of project funds according to the requirements for the use of funds. Each unit (or research group) shall not misappropriate funds or interfere with the use of funds, and the students undertaking the project shall submit the reimbursement of funds to the tutor for review and signature. The annual surplus funds shall be implemented in accordance with the relevant provisions of the Ministry of Finance on the management of fiscal surplus funds.
Article 25 The Fund Management Committee will organize experts to conduct process evaluation and final evaluation on the project implementation. The expert group shall objectively evaluate the project results according to the agreement of the task book, and give the grades of excellent, good, qualified and unqualified. Conclusion data and evaluation conclusions should be sent to the relevant competent departments for approval.
Twenty-sixth projects with excellent performance evaluation can continue to be supported as appropriate; For projects with unqualified performance evaluation, stop funding and recover funds.
Twenty-seventh research results obtained by funded projects need to be marked with the words "supported by independent innovation research fund of Wuhan University of Technology" and the project number. The unified label in English is "supported by WUT Independent Innovation Research Fund".
Chapter VI Supplementary Provisions
Twenty-eighth six categories of projects established by the independent innovation research fund shall be formulated by the relevant functional departments and implemented after being approved by the fund management Committee. Among them, the first and second types of projects are under the responsibility of the Science and Technology Development Institute; The third and fourth categories of projects are under the responsibility of the Science and Technology Development Institute and the Personnel Department; The fifth kind of projects, the undergraduate part is the responsibility of the academic affairs office and the Youth League Committee, and the graduate part is the responsibility of the graduate school (to be built); The sixth category of projects is under the responsibility of the Ministry of International Exchange and Cooperation and the Institute of Science and Technology Development.
Twenty-ninth other requirements for fund projects and funds can be implemented with reference to the relevant management system of the school.
