The School of Culture and Media of Shenyang University was established in July 2005. There are three undergraduate majors in Chinese language and literature (including normal direction), history (normal direction) and radio and television editing and directing (including broadcasting and hosting direction) and one specialist major, namely news editing and production, with students 1533. There are 69 full-time teachers in the college, including 4 professors, 23 associate professors and 44 teachers with master's degree or above.

The college includes an internal scientific research institution: Institute of Qing Culture of Shenyang University (Institute of Qing Culture of Shenyang Academy of Social Sciences), with 15 full-time and part-time researchers. The newly-built (expanded) experimental center of the college has been put into use, including a 400-square-meter comprehensive studio, a movie viewing hall, a movie directing training room, an interview training room, a camera training room, a broadcasting training room, a movie shooting laboratory, a high-definition movie production laboratory, a recording studio, a three-dimensional animation laboratory, a nonlinear editing room and a linear editing room. There are more than 100 newspapers and periodicals in the library, with a collection of more than 20,000 volumes [1].

The College of Culture and Media is a teaching, liberal arts and comprehensive college. The purpose of the college is to start from the actual needs of national economic construction and social development, focus on the humanistic and cultural construction of a "harmonious society", and cultivate students into advanced applied talents in the humanistic and cultural sense of "people's satisfaction and social needs" through rigorous, vivid, realistic and innovative education and teaching methods in line with the educational concept of inheriting historical culture, innovating contemporary culture and building value rationality.
