The College of Fine Arts and Design of Shenyang Normal University is a secondary college. There are three undergraduate majors in fine arts, painting and art design, with the major direction of 1 1, master of fine arts 1, master of education 1 and master of fine arts 1. Its school-running goal is to train fine arts teachers and fine arts professionals for the society.

The art teacher belongs to the art education department. The College of Fine Arts and Design has six departments: Fine Arts Education Department, Painting Department, Environmental Art Department, Visual Design Department, Animation Design Department and Display Design Department.
