Procedures and relevant regulations After receiving the admission ticket and foreign exchange subsidy certificate, if I am a student or an on-the-job employee, I must first apply to my unit or school, and the unit or school will sign my opinion. Then I go to the local public security department to apply for a passport abroad with the relevant materials and the certificate signed by the unit. The public security department will give a reply and issue a passport according to the relevant regulations. I take my passport to the embassy or consulate of China in the country I want to go to. College students, undergraduates and graduate students in institutions of higher learning retain their school status for one year after going abroad.
