Chang 'an University, located in the ancient capital Xi, is a national key university directly under the Ministry of Education. It is jointly established by the Ministry of Education, the Ministry of Transport, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development and the Shaanxi Provincial People's Government. It is the first batch of "double first-class" world-class discipline construction universities and the first batch of "21engineering" and "985 engineering advantage discipline innovation" universities in China. He is a member of the * * * alliance of high-level industry-specific universities and the alliance of China-Russia Jiaotong University. It is one of the earliest universities to recruit international students and students from Hong Kong, Macao and Taiwan, and has the only comprehensive automobile testing ground among universities in China.

On April 8, 2000, the former Xi 'an Highway Jiaotong University, which was founded in the early 1950s, merged with the former Xi 'an Institute of Engineering and the former Northwest Institute of Architecture and Engineering, and was renamed Chang 'an University.
