The full name of "Western Plan" is "College Students' Volunteer Service Western Plan", which was jointly organized and implemented by the Central Committee of the Communist Youth League, the Ministry of Education, the Organization Department and the Ministry of Personnel in 2003 according to the relevant requirements of the State Council.

Starting from 2003, it is planned to recruit a certain number of fresh graduates from ordinary colleges and universities every year by means of open recruitment, voluntary registration, organization selection and centralized dispatch, and engage in education, health, agricultural technology, poverty alleviation and the construction and management of township youth centers in poverty-stricken counties in the west, with a term of 1-2 years. We will promote the work of the Communist Youth League in rural areas, the pilot work of modern distance education for cadres in rural party member, grass-roots procuratorates, grass-roots people's courts, grass-roots judicial assistance, and the safe construction of rural areas in the west.

After the expiration of volunteer service, encourage them to take root at the grass-roots level, or choose their own jobs, mobile employment, and give certain policy support in further studies and employment.

(B) "Three Supports and One Support"

The "three supports and one support" plan is led by Ministry of Human Resources and Social Security, and the personnel and education departments of all provinces, autonomous regions and municipalities directly under the Central Government are responsible for its implementation. Its policy basis is the Notice on Organizing College Graduates to Teach, Support Agriculture, Support Medicine and Help the Poor in Rural Grassroots.

After graduation, college students go to rural grassroots to engage in teaching, supporting agriculture, supporting doctors and helping the poor, and promote the development of rural grassroots social undertakings, which is referred to as "three supports and one support". The working time is generally 2 years, and a certain living allowance is given during the working period. Self-employment after the expiration of the work period, and enjoy certain preferential policies during the employment period.

(3) University student village officials

The work of "village officials" for college students was deployed nationwide in March 2008, led by the Central Organization Department and implemented by provincial, municipal and personnel departments. The main purpose of college students' "village officials" work is to train and train the backbone of new rural construction and reserve talents of party and government cadres.
