In order to implement the Notice of the State Council on Printing and Distributing the Overall Plan for Promoting the Construction of World-class Universities and First-class Disciplines (Guo Fa [2015] No.64), further promote the comprehensive reform of higher education in our province, enhance the comprehensive strength and discipline competitiveness of universities in our province, strive to build a strong province of higher education, and promote the construction of first-class universities and first-class disciplines in our province (hereinafter referred to as "double-class"), this plan is specially formulated.
I. Construction objectives
Based on moral education, guided by the strategy of supporting a strong talent province and innovation-driven development, aiming at serving the economic and social development of our province, and based on discipline construction, we support high-level disciplines to maintain the leading level, encourage disciplines with advantages and characteristics to strive for first-class, promote a number of universities and disciplines to reach the internationally renowned and domestic leading level, drive the sustained and healthy development of higher education in our province, and provide more powerful talent guarantee, intellectual support and scientific and technological support for building a strong economic and cultural province.
(a) actively support Shandong University, China Ocean University, China Youshi University and other Shandong provincial universities to enter the national "double first-class" construction projects, and strive for a number of disciplines to enter the world first-class or the forefront of the world; Actively support provincial universities to strive for domestic first-class, and strive for a number of disciplines to enter the domestic leading or world first-class. By 2020, a number of disciplines in provincial universities will rank in the top10% in the discipline evaluation of the Degree and Postgraduate Education Development Center of the Ministry of Education; About 50 subjects entered the 1% subjects before the EssentialScienceIndicators Database (ESI), achieving a breakthrough of 1‰; 1-2 universities rank among the first-class universities in the world, and all six provincial universities have more than three disciplines in the top ESI ranking 1%, and their academic influence ranks among the top universities in China 100, making them high-level universities in China. By 2030, we will strive for more disciplines to enter the world-class ranks, and about 10 disciplines will enter the ESI discipline before 1‰, reaching the world-leading level; 1-2 University ranks among the top 500 universities in the world.
(2) Taking five years as the construction cycle, the discipline of engineering construction will become the gathering place of high-end talents in our province, the birthplace of scientific and technological research and innovation, and the supply place of innovative talents, forming landmark achievements.
-forming a group of high-level academic teams. Introduce, cultivate and integrate at the same time, and strive to form more than two academic teams led by national high-level experts in each project construction discipline, and cultivate a group of outstanding talents who are active in the international academic frontier, can serve the major strategic needs of the country and our province, have a reasonable age structure and outstanding innovation ability.
-Building a number of high-level innovation platforms. Based on the development of high-level disciplines, focusing on strategic and forward-looking research topics, aiming at improving the ability of solving major problems, original innovation and serving national decision-making, we will cultivate and build a number of first-class national key laboratories, national engineering (technology) centers, collaborative innovation centers, humanities and social science research bases of the Ministry of Education, and new university think tanks with China characteristics and world influence.
-Produce a batch of high-level scientific research achievements. Organize basic research around the academic frontier, the national strategic goal and the innovation-driven demand of our province, and produce a number of original achievements; Focusing on solving the problem of applied innovation that restricts industrial development, we will strengthen research on core technologies, key technologies and cutting-edge technologies, produce a number of original technological achievements, strengthen cooperation in Industry-University-Research, innovate the transformation mechanism of scientific research achievements, and promote the transformation of a number of key technological achievements into real productive forces; Strengthen the research on major issues of social development and the inheritance and innovation of Chinese excellent traditional culture, and produce a number of influential humanities and social science research results and high-quality and high-grade spiritual and cultural products.
-Cultivate a group of high-quality innovative talents. Promote professional construction and development with first-class discipline construction achievements and high-level scientific research achievements; Establish an interactive mechanism among discipline, specialty, scientific research and teaching, and accelerate the transformation of discipline development achievements into teaching resources. We should build a talent training mode that combines scientific research with teaching and interacts with production and learning, emphasize the strengthening of practical ability and innovative and entrepreneurial ability, and strive to improve the quality of postgraduate education. Strive to cultivate innovative, applied and compound talents with a sense of historical mission and social responsibility, full of scientific spirit, innovative consciousness, creative ability and international vision.
Second, the project conditions
(1) First-class discipline. A discipline that meets one of the following two conditions can be recognized as a first-class discipline project construction discipline upon application by the school:
1. Subjects ranked in the top 20% in the fourth round of discipline evaluation of the Degree and Postgraduate Education Development Center of the Ministry of Education, or selected into the talent team support program for Taishan scholars' dominant disciplines, or subjects ranked before ESI disciplines for more than one year 1%.
2. Doctoral degree authorized disciplines that meet the following conditions.
(1) An academic team led by academicians, talents from the National Special Support Program for High-level Talents, Changjiang Scholars, Young Changjiang Scholars and winners of the National Science Fund for Distinguished Young Scholars (humanities and social sciences include full-time Taishan scholars and experts);
(2) Supported by national key (engineering) laboratories, engineering (technical) research centers, key research bases of humanities and social sciences of the Ministry of Education or provincial collaborative innovation centers and key (engineering) laboratories;
(3) Natural science disciplines that have won the national science and technology award (first place) in recent five years and have transformed and applied many scientific research achievements and achieved remarkable social and economic benefits; Or won the second prize (humanities and social sciences) of the outstanding achievement award of scientific research in institutions of higher learning of the Ministry of Education, or was selected as a humanities and social sciences discipline with landmark academic achievements such as the National Library of Philosophy and Social Sciences; Or close to the pre-ESI discipline 1% (the potential value is above 0.9), and more than 3 papers are highly cited in ESI discipline.
(2) First-class universities. At the same time, provincial colleges and universities that meet the following conditions can be recognized as first-class university project construction units after school application: 1. Strong academic foundation. The disciplines are complete and the advantages are obvious. During the accreditation period, three or more disciplines ranked in the top 65,438+0% of ESI disciplines for more than 1 year, or entered the top 65,438+00% of discipline evaluation in the Center for Degree and Postgraduate Education Development of the Ministry of Education, or were included in the national first-class discipline construction projects. 2. Have a high-level academic team. There are more than three "academic teams" led by national experts such as academicians, national high-level talents special support program talents, Changjiang scholars, young Changjiang scholars, and winners of the National Science Fund for Distinguished Young Scholars.
3. There are high-level landmark achievements. At least 1 first prize for national scientific and technological achievements (first prize), or 1 first prize for outstanding achievements in scientific research (humanities and social sciences) in institutions of higher learning of the Ministry of Education, or two second prizes for outstanding achievements in scientific research (humanities and social sciences) in institutions of higher learning of the Ministry of Education, or
4. Have the ability to cultivate high-level innovative talents. It is an authorized unit for doctor's degree, with a complete training system for bachelor, master and doctor, and remarkable educational achievements.
5. Actively promote the comprehensive reform of higher education. Take the lead in improving the internal governance structure, establishing a modern university system, reforming education and teaching, innovating scientific research system and mechanism, and achieving remarkable reform results in improving scientific research level and discipline construction, collaborative education, two-level management system between schools and colleges, and international exchanges and cooperation.
Third, promotion measures
(1) scientifically plan the discipline layout. To meet the needs of economic and social development, based on the actual development of higher education in our province, scientifically plan the layout of first-class disciplines. Docking international standards, giving priority to supporting disciplines with outstanding advantages, and impacting world-class; Docking the national innovation-driven development strategy and the major strategic needs of our province, focusing on supporting strategic emerging industrial disciplines such as energy conservation and environmental protection, new generation information technology and new energy with original innovation ability and ability to solve major problems, and serving industrial technological transformation and structural upgrading; Docking the needs of social undertakings in our province, coordinating the development of applied science and engineering disciplines and humanities and social sciences disciplines, strengthening cross-integration, cultivating new discipline growth points and promoting coordinated development.
(2) Strengthen financial support. During the "Thirteenth Five-Year Plan" period, the provincial finance increased investment, strengthened fund co-ordination, raised 5 billion yuan through multiple channels, and actively supported the construction of "double first-class"; During the construction period, support funds will be allocated to the first-class disciplines under the project construction as planned, and support funds will be allocated to the first-class universities under the project construction as planned; In 20 16 years, for each first-level discipline under construction, support funds will be allocated according to the standards of about 20 million yuan for natural science and 0/0 million yuan for humanities and social sciences. To enter the national "double first-class" construction ranks of subordinate colleges and universities, according to the requirements of the state to give corresponding supporting support. Improve the * * * construction mechanism combining government, society and schools, promote the cooperation between cities and counties (districts) governments, industries, enterprises and universities around scientific and technological progress and personnel training, and give support in human, material and financial resources to form a * * * construction situation with multiple inputs and common support. All construction colleges and universities should make overall budget arrangements, increase investment in construction projects, expand social cooperation, actively attract social donations, pool resources through multiple channels, and enhance their self-development ability.
(3) Gather superior resources. According to the discipline layout and classification of the project construction, integrate the educational and scientific research resources of some provincial scientific research institutes and universities, and gather the development resources of superior disciplines. The provincial "Taishan Scholars' Talent Team Support Plan with Advantages and Characteristics" and "University Collaborative Innovation Center Construction Plan" give priority to supporting discipline construction. Appropriately increase the postgraduate enrollment plan of the project construction discipline, give priority to supporting the project construction discipline to add doctoral degree authorization points, enhance the training ability of top-notch innovative talents, and promote the transformation of discipline advantages into talent training advantages. Expand the autonomy of engineering construction discipline in talent introduction and resource allocation, and stimulate the endogenous motivation of discipline development.
(4) Improve the governance structure of universities. According to the requirements of establishing a modern university system, improve the internal governance structure of colleges and universities. Adhere to and improve the principal responsibility system under the leadership of the party Committee, and establish and improve the working mechanism of unified leadership of the party Committee, division of labor and cooperation between the party and the government, and coordinated operation; Establish and improve the academic management system with the academic Committee as the core, improve the academic management system, explore effective ways for professors to study, and give full play to the role of academic committees in discipline construction, academic evaluation and academic development; Improve the democratic management and supervision mechanism, and promote the modernization of the governance system and governance capacity.
(5) Innovative management mechanism. Taking the discipline of project construction as the reform pilot, we will innovate the management mechanism of scientific research project funds, talents and resources allocation, and tilt towards key construction disciplines in terms of people, finance and materials. Adapt to the needs of discipline development and minimize administrative intervention in academics. Support project construction disciplines to explore the establishment of a coordinated development mechanism of talent team, scientific research projects, base platforms and achievements transformation and integration, improve collaborative education through science and education, strive to transform the advantages of scientific and technological resources into advantages of economic and social development and personnel training, and promote the overall improvement of discipline construction level. Guided by innovation, optimize the academic environment, support the establishment of disciplines, strengthen intellectual property protection, resist academic misconduct, and form a good style of study that adheres to academic integrity, improves academic personality, abides by academic norms, safeguards academic dignity, correctly exercises academic power, and fulfills social responsibilities.
(6) Strengthen cooperation and exchanges. Strengthen cooperation with high-level universities, scientific research institutions and well-known enterprises at home and abroad. Actively support academic teams of project construction disciplines to participate in and compete for academic conferences at home and abroad, organize academic activities, and expand cooperation areas such as teacher-student exchanges, mutual recognition of credits, and curriculum exchange. Encourage and guide colleges and universities to actively participate in international certification, introduce high-level talents and high-quality educational resources, enhance the level of cooperation, deepen the content of cooperation, and enhance the competitiveness of opening up.
(7) Strengthen performance appraisal. Establish an evaluation mechanism and an evaluation index system according to the construction objectives and tasks. The annual report, three-year mid-term evaluation and five-year inspection and acceptance are combined to evaluate the project construction discipline. Actively adopt third-party evaluations such as discipline evaluation rankings, ESI rankings and world-renowned university rankings of the Degree and Postgraduate Education Development Center of the Ministry of Education. Strengthen performance incentives, implement a management mechanism that combines rolling construction and withdrawal, and dynamically adjust support according to the assessment results and the efficiency of fund use. Encourage colleges and universities to strive for first-class before the mid-term evaluation, and once they reach the project standards, they will be included in the construction scope. Reduce or stop the support funds for the project construction disciplines that have not completed the mid-term construction goals; Reward and rolling support for outstanding projects with a construction period of more than 5 years.
Fourth, organize the implementation.
The construction of "double first-class" is coordinated by the provincial government. The Provincial Department of Education, the Provincial Department of Finance and the Provincial Development and Reform Commission are responsible for planning and deployment, promoting implementation, supervision and management, and the daily work is undertaken by the Provincial Department of Education. Colleges and universities with various projects should establish a "double-first-class" construction mechanism and co-ordinate related work.
(1) implementation steps. According to the requirements of this plan, colleges and universities should organize the declaration according to the project conditions. Colleges and universities that have been recognized as project construction should scientifically formulate discipline construction plans. The specific construction objectives of each discipline are divided into basic construction objectives and agreed objectives, both of which are the basis for future performance appraisal. The completion of the construction goals specified in this plan is the basic construction goal; The goal of the agreement is one school and one case. Each construction unit highlights its own characteristics and advantages according to the different disciplines and the construction tasks listed in the documents, puts forward its own construction plans and goals, determines them by agreement after consultation with the education department, and signs a commitment letter for the goals and tasks.
(2) management supervision. According to this plan, a performance evaluation and fund management system will be formulated, an information publishing platform will be built, the construction progress will be announced in real time, and social supervision will be accepted.
(3) Implementing responsibilities. "Double-first-class" construction implements the project leader system, implements the main responsibility of colleges and universities, with the principal as the first responsible person and the discipline leader as the direct responsible person of the construction discipline; All relevant departments shall, in accordance with the division of responsibilities in document Lu Ban Fa [20 16] 19 and the requirements of this plan, jointly promote the construction of "double first-class" in our province.
