Integrated circuits are the "grain" of the information industry, and strengthening the research and development of independent technologies of integrated circuits is an essential means for countries to compete for the commanding heights of the industry. Throughout the world, both developed countries and emerging regions are constantly strengthening their technology research and development capabilities to promote the sustained and rapid development of the integrated circuit industry. As the core technology of information technology, the rapid development of industry and market puts forward higher requirements for the research and development of integrated circuit technology in China. However, the domestic R&D forces are scattered in the fields of industry and scientific research, and the investment is relatively small. There is no system and operation mechanism suitable for R&D in integrated circuit industry, so it is impossible to exert the agglomeration effect and truly form an open R&D platform, which provides strong support for industrial development. National leaders have always attached great importance to the research and development of independent technologies. Document No.5 1 of the State Council, Reply on Further Improving the Development Policy of Software Industry and Integrated Circuit Industry, clearly points out that "the state supports the establishment of1or two integrated circuit R&D centers combined with Industry-University-Research". In this context, Zhao Yuhang, who just turned 30, undertook the main task of preparing for the establishment of Shanghai IC R&D Center. Zhao Yuhang graduated from Fudan University with a master's degree in economics from 65438 to 0997, and has a good scientific and technological background. From June, 65438 to July, 0997, he joined Shanghai Information Office, responsible for strategy and planning research; 1999 1 joined Hua Hong group, and successively served as deputy director of marketing department and technology center. Has been committed to the research on the development strategy of Shanghai's information industry and integrated circuit industry, and the development strategy of Shanghai's information industry won the first prize of Shanghai Municipal Government's decision-making consultation 1999. He also participated in the research and drafting of major projects such as Shanghai Integrated Circuit Industry Development Plan and Shanghai Integrated Circuit Industry Base Plan. More than five years of experience in information technology and integrated circuit industry has enabled him to have in-depth thinking and strong practical operation ability on integrated circuit technology and industrial development. As the main builder and operation manager of Shanghai IC R&D Center, he actively explores a technological R&D road that meets the requirements of the times and the characteristics of China. With the direct concern and strong support of the municipal government, Shanghai IC R&D Center was formally established on February 9, 2002. Shanghai IC R&D Center is jointly funded by Hua Hong Group, Fudan University, Shanghai Jiaotong University, East China Normal University, Shanghai Belling and Shanghai Trust & Investment Co., Ltd. It is the first new IC R&D institution with enterprise operation, Industry-University-Research combination and diversified investment in China. Its establishment has aroused widespread concern at home and abroad. Gou, Vice Minister of the Ministry of Information Industry, commented: "With the support of the government, Shanghai IC R&D Center has established an open R&D platform through the combination of Industry-University-Research, which has created a new model. This is a very meaningful exploration and attempt."
