1) When a noun clause, infinitive or gerund is the subject, the predicate verb is generally singular.

3) When one, one of, every, every one, everyone, everyone, each, each, many a, each, no one, nobody, anyone, someone, someone is used as the subject or modifies the subject, the predicate verb is singular.

When neither is used as a subject or a modifier, the predicate verb is singular. In addition, the attributive clause uses the past perfect tense and the main clause uses the simple past tense, so the answer is C.
4) When two singular nouns connected with and are used as subjects to refer to the same person, the same thing or the same concept, their predicate verbs are singular. For example, my best friend and consultant changed his mind again.

5) Plural nouns indicating time, distance, weight, volume and money are regarded as a whole when they are used as subjects, and predicate verbs are usually singular.
