With the increasing number of overseas students studying at their own expense in China, the Overseas Students' File was formally established by the Overseas Students' Service Center of the Ministry of Education on 1997, which is responsible for the management of overseas students' personnel files and related extension services. It should be noted that the file management office of the detention center of the Ministry of Education is only located in Beijing, and there is no branch to manage the files of international students.

However, there are requirements for the filing object, and the specific requirements are as follows: 1) Fresh graduates from domestic universities and overseas students who have no work experience after graduation and go abroad directly to study for their degrees. 2) Overseas students who have gone through graduation formalities or dropped out of domestic universities go abroad to study for their degrees directly. 3) Self-funded international students who go abroad directly to study for their degrees after graduating from high school in China. 4) It should be noted that visiting scholars and postdoctoral researchers sent by the state to study abroad or abroad are not allowed to go through filing procedures during their stay in the service.
