The origin of the "two sessions"

The first session of China People's Political Consultative Conference was established in 1949, and the central government was elected until the symbol of the first NPC and CPPCC 1954.

Grand opening. The national "two sessions" are composed of 1959. One day after the third CPPCC, the second National People's Congress was also held at the same time. CPPCC members attended the people's congress and listened to the government work report. Since then, the fourth session of CPPCC has corresponded to the third session of the National People's Congress, and the CPPCC opened 1 to 2 days earlier than the National People's Congress. During the Cultural Revolution, the China People's Political Consultative Conference stopped, while the National People's Congress resumed in 1975 (four sessions). Therefore, starting from 1978, the sessions of the NPC and the CPPCC are completely synchronized. The practice of holding the National People's Congress in March began with 1985. In the past, there were meetings at the beginning of the year, at the middle of the year and at the end of the year. Take the Fifth Session of the National People's Congress and CPPCC as an example. It was held in February, the second in June, the third in August, and the fourth and fifth in165438+1October. Since 1998 the 9th National People's Congress and China People's Political Consultative Conference were held, China People's Political Consultative Conference was held on March 3rd, and the National People's Congress was held on March 5th. The rules of procedure of the National People's Congress write "the first section". Cai, director of the Center for Constitutional Studies at China University of Political Science and Law, explained that one of the reasons is that there are two holidays, New Year's Day and Spring Festival, and the Spring Festival is usually either 1 or February. The duration of the session is also relatively fixed from 1998. Except for a meeting involving a general election, it is generally two weeks (14/ 15 days), and the time of the "two sessions" over the years is generally controlled at 10 to 12 days.
