Since 2005, a wave of thousands of college students in China have actively applied to become "assistants" of government-funded village cadres. The media called them "university student village officials" and even called them "the movement of going to the countryside in 2 1 century". It is not an isolated phenomenon that college students are employed in batches by local governments to support agriculture in villages, nor is it a general good thing, but under the background of national strategic adjustment and macro-system reform. The exploration of college student village officials has been going on for 15 years, and most provinces, autonomous regions and municipalities in China have tried out college student village officials. Since 2008, 654.38+10,000 college graduates have been selected to work in villages in five years, and the work of college student village officials has entered a brand-new development period, playing an increasingly important role in the construction of new countryside.

First of all, the analysis of the current situation of university student village officials.

Although college student village officials have become a powerful new force in the construction of new countryside, they also show many contradictions and difficulties while playing a role in rural construction and service.

1, the status quo of village officials in different regions is different.

Under the strict management of villages and towns, a few university student village officials can work efficiently and orderly, but in some rural areas, university student village officials may not enter the village once a month, which is very unfavorable to the development of rural work and the personal growth of university student village officials.

2, different mentality, different performance.

Some university student village officials are lazy and backward, thinking that their jobs have no future, "just to pave the way for future exams." However, most university student village officials have a correct attitude and a positive attitude. They want to make a difference in the vast countryside, take the grass-roots countryside as a stage to show themselves, start from small things in a down-to-earth way, and take the heavy and trivial work in the countryside as an effective way to exercise themselves.

3, its own positioning is vague.

I believe that most village officials don't understand whether they are "villagers" or "townspeople". We should regard the village as the main battlefield or town. The higher authorities have repeatedly issued documents prohibiting university student village officials from seconding to towns and villages, but it is widespread everywhere, and the year-end assessment and work performance of towns and villages are also included. So we can't clearly define whether we are "village officials" or town officials.

4. Absent-minded, vacillating.

In view of the fact that most village officials have no guaranteed political future and salary, many people are no longer firm in their minds and begin to doubt their choices and lofty aspirations at that time. Is the countryside our permanent residence? After all, few people can pass the civil service exam. After the expiration, we will choose another job. What kind of job can we choose again after three years of grassroots exercise? So wait and see, panic and expect. ...

Second, the problems existing in the plan of university student village officials

Under this background, the implementation of the policy of university student village official conforms to the trend of social development, which can not only show the determination of the country to solve the three rural issues, but also broaden the channels for training and exercising leading cadres of the party and government, which is of great significance to the dissemination of new ideas and technologies in rural areas and the organization and construction of rural grassroots. We conducted this interview to experience the life of university student village officials in the countryside, but we found a series of problems to be improved in the actual interview.

First, the subjective factors of university student village officials

1. Ideologically, college students' employment concept lags behind and they lack the initiative to serve the rural grassroots. During the interview, we learned that many villagers did not know that there were village officials in their villages, or they suggested that village officials rarely took the initiative to go to the countryside to understand the people's feelings and do practical things for the people. The ideological foothold of many village officials is not at the rural grassroots level at all. They themselves think that they have not stayed in the countryside for a long time, but they have come to the countryside for gilding. Once the service expires, they will leave the countryside, so they are not so innovative in their work, lack of subjective initiative and have not made any contribution to the construction of new countryside.

2. Personal ability, lack of knowledge and skills to lead rural social development. At present, 4% of university student village officials have an agricultural background. In addition, medicine accounts for 2%, engineering 6%, law 3%, economic management 22%, philosophy and history 18%, science, literature and education 45% of the total. Therefore, most college student village officials devote themselves enthusiastically to the vast countryside without using the practical technology needed by agriculture and farmers and the knowledge background and experience of rural work, which is bound to hit a wall in the complicated rural work practice. In the interview, we also learned that it is difficult for many university student village officials to give full play to their professional advantages in their work. The university student village official in XX Village said: There is no obvious division of labor in what we usually do.

3. In terms of work experience, the experience of college student village officials is relatively simple, and some even have no work experience, not to mention the experience of living in rural areas. Many village officials said that their imagined village official life is far from reality, and they live in cities. After entering the countryside, they don't know much about the complicated interpersonal relationship in the countryside and the specific situation of their village. Based on this situation, some college student village officials who want to truly serve the people, take root in the people and do everything for the people can do nothing!

Second, objective factors.

1. Rural areas lack a good grassroots environment to attract talents, and the overall environment is poor. Compared with the cities where most college students live, the countryside is remote, the transportation is not very convenient, and the living conditions are not implemented. During the interview. According to our survey, only 2.44% of people expressed satisfaction with rural conditions, while 87.8% of university student village officials were dissatisfied with the treatment. If the countryside can't create a grass-roots environment for college student village officials, it is empty talk to play the role of talents and intellectual resources in the construction of new countryside.

2. Lack of incentive environment for long-term planning leads to college student village officials becoming "flying pigeon cards" instead of "permanent cards". According to our interview and investigation, the general situation of college student village officials can be summarized as follows: the time is generally three years, and a certain living allowance is given during the working period. In a word, all kinds of measures have not played a role in encouraging college student village officials to take root in the countryside, but have stimulated their great enthusiasm of "jumping out of the countryside", which has become a centrifugal force in the plan of college student village officials, and finally led to the short-term effect and high turnover failure of college student village officials. The fundamental reason lies in the lack of a long-term plan that combines the individual needs of college students with their future development, which separates the relationship between the implementation of the college student village official plan and the overall development of rural areas.

3. The position of university student village officials is vague, and their identity dilemma has no legal basis. According to the Organic Law of the Village Committee, the chairman, vice-chairmen and members of the village Committee are directly elected by the villagers. No organization or individual may designate, appoint or replace members of a villagers' committee. This makes college student village officials, like airborne soldiers, mostly appear in the form of assistant village party secretary and assistant village Committee director. Whether this can be recognized by villagers and village committees has not been clearly answered by law. In the case of vague role orientation and lack of relevant systems, it is often difficult for university student village officials to play their roles.

Third, the improvement measures of the college student village official plan

1. Cultivate college students' awareness of rural grass-roots service and guide them to pay attention to the importance of agricultural grass-roots work. The Bailongqiao town we visited borrowed the familiar modes of "tutorial system" and "community model" from colleges and universities, and innovated the management mode of "university student village official". "Tutorial system" is to hire professionals from various offices in the town as instructors to guide relevant policies, regulations and work processes. Bailongqiao Town appoints a cadre for each "university student village official" to take charge of guidance and formulate supporting assessment methods and supervision mechanisms. Every month, through various measures such as mentoring, we help "college student village officials" understand the situation of towns and villages and cultivate their practical ability to deal with complex problems and complete urgent and dangerous tasks.

2. Improve the management system of university student village officials. Improve the long-term management mechanism of college student village officials, formulate standardized work system, reward and punishment system and assessment system, encourage college student village officials to start businesses, and formulate specific support measures. Higher-level organizations should promptly supervise and follow up the implementation of various policies and measures at higher levels, make the implementation of various policies and measures open, transparent, fair and reasonable, and truly manage college student village officials scientifically and normatively.

3. Improve subsidies and welfare benefits. When college students come to the countryside, it is not enough to rely solely on policy and emotional education. The economic base determines the superstructure. The minimum wage standard and incentive mechanism should be customized. This kind of improvement of economic treatment can make people who are really capable and interested in leading farmers to become rich stand out, stimulate the enthusiasm of officials and set an example for village officials. Really care about the work and life needs of college students, solve practical difficulties, improve living allowances and welfare standards, give spiritual and material help, eliminate worries, make them more enthusiastic about their work and create more material and spiritual wealth.

4, pay attention to training and use, clear job responsibilities, strengthen service management. There are mainly the following two points: First, reasonably arrange posts and clarify post responsibilities. According to their service will and professional expertise, the organization department should send college students to the countryside where they can play a role, so that they can better use their knowledge to serve the development of rural economy and change the rural landscape; College student village officials should be trained as reserve talents of party and government cadres, used as outstanding talents and cared for as their own children. We will strengthen their training by holding special training courses, going out to study and pairing with others. We should give them tasks and burdens, so that they have motivation, a stage for starting a business and room for development; We should fully trust and enthusiastically encourage college students to put aside their work and practice boldly, be more tolerant of the shortcomings in their work, help the difficulties in starting a business, and give more affirmative answers to their achievements, so as to keep their passion and vitality forever. Then, strengthen service management and create a good environment. After a college student village official takes up his post in the village, the local Party committee, government and relevant departments should properly arrange his work, study and life, and strengthen management and service. City and county organizations should establish the management system of college student village officials, improve the assessment methods and strengthen institutionalized and standardized management; Township party committees and governments should formulate the code of conduct for college student village officials, establish and improve the system of term target responsibility system, regular debriefing, performance evaluation, mass appraisal and regular heart-to-heart talks between township party Committee leaders and college student village officials, and strengthen specific management; Village party organizations should arrange accommodation and life for college students living in the village and take effective measures to ensure their safety; The alma mater of college students working in the village should take the students' village as the contact point and give support and help in technology, information and training.

5. College student village officials should change their ideas, exercise themselves and improve their talents. First of all, we should improve our ability to serve the countryside, not only professionally, but also establish villagers' consciousness, blend in with the broad masses of the people and integrate into rural life as a member of the countryside; Secondly, in its position, it is necessary to seek its own government, work with peace of mind, constantly improve itself, serve the "three rural issues" and not let the countryside be disappointed; Third, we need to put our minds straight, apply what we have learned, give full play to our own values and devote ourselves to the tide of building a new socialist countryside.

Four. conclusion

The implementation of college student village officials is of great significance to alleviating employment pressure, promoting rural economic development and improving college students' own quality, and it is bound to encounter difficulties. To overcome these difficulties, we need the joint efforts of the government, rural areas, college students and the strong support of society. At present, the system of college student village officials still needs time to ensure the perfection of supporting implementation. In the long run, the college student village official system has considerable vitality by combining with China's reality. In a word, it is the need of rural economic development and the need of cultivating the successors of the party's cause to hire university student village officials to serve in rural areas. Therefore, as a contemporary college student village official, we should change the concept of serving the grassroots, improve our practical work ability and skills, go deep into the countryside with affection, friendship and sincerity, solve the most urgent, most needed and most concerned work and life problems of farmers, truly integrate into the countryside and join in the construction of new countryside.
