What's the difference between Seoul National University of Arts and Seoul National University? Is it the same university? How do they rank in Korea?
Not the same university

Seoul National University has always been named after the capital of the Republic of Korea. However, because Chinese-speaking areas used to use Seoul's old name "Seoul" in the Korean era, the name of this university was confused with Seoul University and private Seoul University. In order to distinguish the two, ordinary people usually translate the English name of Seoul National University into Seoul National University. However, the official Chinese version of this document has always used "Seoul National University" which is a mixture of Chinese and English. After Seoul was renamed, the university was renamed "Seoul University".
