For example, in the implementation of national policies, we should pay attention to methods, be flexible, and carry out our work according to the place, time, events and people. Closing hillsides to prohibit grazing is a tricky job. Most sheep farmers are puzzled and disgusted with the policy, and they are very resistant to the staff of township governments and county governments, making it difficult to carry out their work.
