The universities in charge of the Ministry of Education are generally the provincial education department or the municipal education bureau at the deputy ministerial level.

Military schools rely on subordinate units. Generally, the headquarters or military headquarters are directly under the corps level (National Defense University and National University of Defense Technology seem to be the deputy corps level).

Universities in charge of provincial military regions generally belong to the normal level.

Independent colleges do not have the title of chairman.
