Regulations on the Implementation of People's Republic of China (PRC) Private Education Promotion Law
Sixty-third private schools in any of the following circumstances, shall be punished in accordance with the provisions of Article sixty-second of the Law on the Promotion of Private Education:
(a) in violation of the national education policy, deviating from the socialist direction of running a school, or failing to ensure that the school party organization performs its duties;
(two) in violation of laws, administrative regulations and the relevant provisions of the state to carry out education and teaching activities;
(three) the board of directors, the board of directors or other decision-making bodies do not perform their duties according to law;
(four) the teaching conditions obviously can not meet the teaching requirements, the quality of education and teaching is low, and measures are not taken in time;
(five) there are major security risks in school buildings and other educational and teaching facilities and equipment, and measures have not been taken in time;
(6) Violating the legitimate rights and interests of the educated and causing adverse social impact;
(seven) hiring or dismissing teachers in violation of state regulations, or failing to guarantee the treatment of teaching staff according to law;
(eight) in violation of the provisions of enrollment, or resort to deceit in the process of enrollment;
(nine) beyond the scope of the school license, without changing the address of the school or setting up a branch school;
(ten) did not fulfill the obligation of information disclosure of school conditions, education quality related materials, financial status, etc ... According to the law or publicity materials are not true;
(eleven) do not conduct accounting and prepare financial accounting reports in accordance with the unified national accounting system, resulting in confusion in financial and asset management, or increase fees in violation of laws and regulations;
(twelve) there are other serious effects on education and teaching behavior.
Where there are other provisions in laws and administrative regulations on the punishment of the circumstances specified in the preceding paragraph, those provisions shall prevail.
