Q: The country has recently put forward a new development pattern of "double circulation". From your research field, what is the relationship between the dual cycle and the "Belt and Road"?

Huang Renwei: First of all, the Belt and Road Initiative means that China's economy will go global. Its driving force comes from inside China. Only when China has the internal driving force can it go global. What is the specific internal driving force?

China's export capacity is very strong, which undoubtedly ranks first in the world, but at the same time, the greater the export, the greater the constraints from the external market. At this time, external stability is needed, and this stability cannot be maintained by commodity exports alone. It depends on investment. With investment, your export will follow. In fact, China has a very strong international competitiveness, which has been neglected. Everyone thinks that China's export depends on the manufacture of clothing, shoes, hats, bags and toys, but now China mainly exports mechanical and electrical products, and even now mechanical and electrical products are not the most important. The most important thing is China's infrastructure capacity. China's infrastructure capacity is unparalleled in the world, because after about 20 years, we have completely changed China's domestic infrastructure, including roads, railways, ports, airports, tunnels and bridges. We can do a good job in power station, communication and environmental protection in large-scale infrastructure, so based on the saturation of domestic infrastructure, this ability must go abroad and go global, which just meets the huge demand market in the world. This ability, combined with market demand, can support us for more than 100 years, so the vitality of the "Belt and Road" is very tenacious.

The opening of the Belt and Road Initiative is bound to form parks in various countries, and parks are actually the strengths of China people. Over the past 40 years, there have been tens of thousands of parks in Shenzhen. Now, the "Belt and Road" can clearly know that there are 400-500 million parks in the world, such as Kyaukphyu in Myanmar, Gwadar Port in Pakistan, Piraeus Port in Greece and 200 enterprises in the first phase of Gwadar Port. When the park enters and the industry enters, there will be upstream and downstream industrial chains. Seven years ago, when we proposed the Belt and Road Initiative, no one predicted the Sino-US trade war and the COVID-19 outbreak. But now, in trade wars and epidemics, the Belt and Road Initiative has shown its endurance and potential. It is called the second battlefield. Europe and America are the first battlefields. The first battlefield is now in full decline, and the second battlefield has come, filling the gap in the first battlefield. What's more, China itself is on the rise. China has three percentage points, and the Belt and Road Initiative and the Asian market have 1-2 percentage points, so we can still maintain 4-5 percentage points, while the western countries have a negative growth of 5-8 percentage points, and we have an increase of 4-5 percentage points, which adds up to a gap of 10 percentage point, so our speed of catching up with the west will continue to accelerate.

How can China enterprises with overseas roots better "go out" and "go on"?

The professor thinks that the private enterprises in China are particularly fierce, and the methods are very vital. Some surprising ways have landed overseas, and they are better off than at home. In Karachi, China people took over the garbage cleaning work in local streets because the city was dirty. Because the city does not manage the garbage cleaning in the city, China people managed the street sanitation as soon as they entered, and finally succeeded. The local sanitary conditions are much better than before. At the same time, we also run training courses in the local area and trained thousands of cleaners, so this is the result of going abroad. Gradually, we found that the "Belt and Road" is not only infrastructure, industrial parks and manufacturing, but also real estate, tourism and environmental protection. This is a market. A dam hydropower station needs an investment of one billion dollars, but millions of dollars and tens of millions of dollars are enough for these projects. That will take five years, ten years. It will take 1-2 years, and it will be effective and put into use, directly benefiting local people. Therefore, it is found that the "Belt and Road" hard projects should be matched with soft projects, large projects should be matched with small projects, and small projects can be done by private enterprises.

We will connect the five rings of the "Belt and Road" with people's hearts. Indonesia's high-speed rail is a good example. After the high-speed rail is completed, we will do other projects to improve the living environment of local people, and feel that China people have reached their living conditions and developed, so that we can dispel all kinds of rumors in the West.

Generally speaking, only by bringing benefits and improvements to local people can the operation cycle be extended in the next few decades and hundreds of years.
